Waiting impatiently for the decision of the National Electoral Commission regarding the financial report of PiS, we decided that we would bring evidence that we ourselves found – said KO MEP Dariusz Joński during the Campus Polska Przyszłości in Olsztyn. – 23,390,484 zlotys and 40 groszy – this is the amount that we agreed with MP Joński for illegal, criminal financing of the PiS election campaign last year – said Michał Szczerba.

On Tuesday, during the Campus Polska Przyszłości, MEPs from the Civic Coalition took the floor. Dariusz Joński said that there were “48 hours left until the decision of the National Electoral Commission regarding the acceptance or rejection of the PiS financial report, and we hear that some members of the National Electoral Commission cannot count up to 400 thousand (zloty)”.

– We decided that today, while we eagerly await the decision of the National Electoral Commission, we will also bring the evidence that we ourselves have found – he added. – Of course, all of this has been and will be submitted to the National Electoral Commission – he noted.

The National Electoral Commission will return to examining the committee's financial report PIS on Thursday, August 29. The head of the National Electoral Commission, Sylwester Marciniak, informed that the basis for rejecting a given report is exceeding one percent of the value of the entire amount that the committee spent. As he said, in the case of the PiS committee, this amount must reach PLN 400,000.

Joński said that PiS politicians “came up with the idea” to “use NASK (Scientific and Academic Computer Network – National Research Institute) for the campaign”. – Well, every political party commissions private companies to monitor the Internet – how it is assessed, how its credibility is assessed, politicians. This is obvious, every party does it. Only each party pays for it from its own money. Well, PiS extorted 538 thousand zlotys only from August 10 (the day the PiS committee was registered in the parliamentary elections) to October 15 – said the MEP.

– Only in this case it is 138 thousand more than the amount he is looking for. National Electoral Commissionto reject the PiS report, Joński added.

Szczerba on RARS and “expenses on promotional gadgets”

KO MEPs also spoke about the Government Agency for Strategic Reserves. As they pointed out, in September 2023 RARS was to finance the purchase of promotional gadgets from the Intervention Stocks Fund for the amount of PLN 175,586.90 outside the financial plan.

Szczerba said that RARS “has never had any expenses for promotional and advertising gadgets”. – But it's September 2023, there's an election campaign. And what's happening? An order goes to two companies (…) One company is from Wrocław, the other company is from Warsaw. And they spend money from the RARS Intervention Stocks Fund, outside the financial plan, on promotional gadgets. There's no trace of these gadgets – he said.

– But Michał K. (Kuczmierowski, former president of RARS-ed.) is now wanted, he is running, he is the last PiS candidate in district no. 18, which is the Ostrołęka-Siedlce district. When Michał K. appears before the prosecutor, the prosecutor should ask him the question: what happened to these gadgets and who were these gadgets for and whether they were gadgets for the PiS election campaign – he added.

At the meeting of the National Electoral Commission on July 31, as its chairman Sylwester Marciniak informed, adopted the financial reports of eight electoral committeeswith only the report of the Left Committee being without reservations.

The reports of the following were accepted with indications of irregularities: KKW Koalicja Obywatelska, KKW Trzecia Droga, KW ConfederationKWW Andrzej Dziuba – Senate Pact, KWW Józef Zając, KWW Krzysztof Kwiatkowski – Senate Pact, KWW Wadim Tyszkiewicz – Senate Pact. The NEC Chairman said then that the shortcomings of these committees were of lesser importance and did not require the rejection of the report. The NEC rejected one report: KWW Zygmunt Frankiewicz – Senate Pact.

The decision of the National Electoral Commission regarding the financial report of the PiS committee was postponed because the National Electoral Commission, which already has materials from the Supreme Audit Office and the Prime Minister's Chancellery, the authors of which indicate possible irregularities in the financing of the election campaign, also asked the Government Legislation Centre and the Scientific and Academic Computer Network (NASK) to clarify the doubts arising – as the head of the National Electoral Commission said – from letters that have recently reached the Commission.
