Andrzej Duda, the mayor of Kolno (Podlaskie Voivodeship), issued an order with guidelines aimed at reducing electricity consumption. The officials received ban on charging private mobile phones at work. The mayor explains that such solutions are necessary for the local government to meet the statutory requirement of achieving a minimum of 10 percent savings this year.

– If we charge a mobile phone at home, the battery will last for eight hours. Of course, as long as we don’t use the internet. However, if someone forgets to charge their phone, they can bring a powerbank, also charged at home, to work – says tvn24.pl mayor of Kolno Andrzej Duda.

By order of December 7, 2022, he introduced guidelines in the office aimed at reducing electricity consumption.

In addition to the aforementioned ban on charging private mobile phones at work, they assume, among other things, that officials turn off devices such as computers and printers during breaks at work, and do not leave them on standby. The mayor also requires, for example, turning off extension cords and “unnecessary lighting in the corridors”. It also prohibits the use of “electrical devices such as heaters, radiators, heaters” and writes about boiling in electric kettles only the amount of water that we need at the time.

– The point is not to boil a full kettle if you want to make, for example, two coffees – the mayor explains to us.

As Duda says, the implementation of such solutions is necessary for the local government to avoid statutory penalties.

– Articles 37-38 of the Act of October 7, 2022 (on special solutions to protect electricity consumers in 2023 in connection with the situation on the electricity market – ed.) show that local governments are to reduce energy consumption this year by at least 10 percent. Otherwise, we will face fines of up to PLN 20,000 – explains Duda.

Mayor: It’s already quite energy efficient

The mayor emphasizes that in the case of Kolno, such a reduction in consumption will not be an easy matter, because the city has been quite energy efficient for years.

– They are installed on all public buildings photovoltaic panels, and all street lamps in the city have LED lighting and use intelligent power consumption control. Thanks to this, from 11 p.m. to 4 a.m., streetlights on side streets consume half as much energy as during the other hours when they are lit, the mayor explains.

The city is in the purchasing group which includes local governments from the Podlaskie and Warmińsko-Mazurskie voivodships. He pays about PLN 300,000 a year for electricity.

– The contract is valid until March. We estimate that after this date the price will increase by as much as 60-70 percent. We also hope to find a supplier and it will not be like in the case of Łomża and Suwałki, where no one was willing and the contracts were valid until January 1 – admits the local government.
