EU funds will flow to Poland within days, but the years lost by PiS may prove to be an obstacle difficult to overcome. Politicians from the government coalition have no doubt that the plans will have to be verified and the next milestones will have to be accelerated.

The chairman of the parliamentary committee for European Union affairs admits that Poland may not be able to complete all the investments in the National Reconstruction Plan. – Some of them, we already know today, may be difficult to implement – notes Michał Kobosko. Not because the new government does not want or is unable to implement them, but because Poland has been waiting for the first money from the Reconstruction Fund for over two years.

Portugal, Belgium and Luxembourg received their money in August 2021. Poland could have been among this group. – This is the price, this is the cost of what PiS produced. They robbed us of these two years and thus of some of the money – emphasizes Kobosko. – KPO was waiting for a change of government. It didn’t wait because we weren’t entitled to it, says Elżbieta Witek, an MP from Law and Justice.

– The PiS government preferred to fight with the EU – says the new government and reminds that Brussels withheld the payment of funds because the previous government broke European law, and Prime Minister Mateusz Morawiecki did not even submit an application for payment.

– There is really little time – admits the deputy head of the European Commission. – Poland will have to hurry to use the funds well and implement investments – Vera Jourova said in an interview for TVN24. – Today we are cleaning up after PiS. If necessary, we will renegotiate the dates, we will do it – assures Agnieszka Pomaska, MP from the Civic Coalition.

Formally, all countries have until the end of 2026 to spend the money. It is possible that Brussels will agree to extend this deadline because other countries are also putting pressure on it. – No decisions have been made yet, says the deputy head of the European Commission.

Possible revision of the KPO

It is also possible to change the Polish KPO. – A revision of the KPO is needed – says Katarzyna Pełczyńska-Nałęcz, Minister of Funds and Regional Policy, adding that the government is currently finalizing the revision package.

The idea is to move money for investments that no longer have a chance to be created to where they will definitely be used. – This is why the KPO is being revised so that we can fully use all the money, i.e. to transfer money somewhere between one goal and another, but to ensure that Poland will not lose a single euro – explains Katarzyna Lubnauer, deputy minister of national education.

The project of Izera – the electric car loudly announced by the previous Polish Prime Minister – is a big question mark. There were supposed to be a million of them, but so far only the forest has been cut down to build the factory. – It is impossible to build a factory at such a pace – says Pełczyńska-Nałęcz.

– If these funds had worked for Poland over the last two years, we would be in a completely different place. Today we are making up for it, points out Borys Budka, Minister of State Assets. – Now it will be a race against time and it is a big task not to waste these funds – adds Adrian Zandberg, MP from the Left.

The condition for receiving further money will be the continued implementation of changes in the law and the restoration of the rule of law. The judges are calling for haste. – I am disappointed with the pace and lack of decisiveness in action – says Krystian Markiewicz, president of the Association of Polish Judges “Iustitia”.

The Sejm is to discuss further changes in the judiciary after the weekend.
