KPO. What will the funds be spent on? Katarzyna Pełczyńska-Nałęcz comments. “Amazing development project”

Replacement of heating sources as part of the Clean Air program, elimination of white spots and development of broadband Internet throughout Poland and an additional 100,000 places in nurseries – this is how funds from the National Reconstruction Plan are to be spent. Katarzyna Pełczyńska-Nałęcz, the Minister of Funds and Regional Policy, talked about it in “Fakty po Faktach” on TVN24.

On Monday, April 15, the first transfer under the National Reconstruction Plan arrived in Poland. The European Commission paid Poland EUR 6.3 billion, i.e. approximately PLN 27 billion. The funds are to be used, among others, for the Clean Air program and the elimination of white spots in the area of ​​broadband Internet in Poland.

– This is a reason to be happy, of course these are funds not of the ministry, but of all Polish citizens. Nevertheless, this is the largest single impact on accounts in the history of our EU membership, so there is really reason to be satisfied. Of course, the investment of these funds is already underway, because there is no time to waste, we have two years of delay, a huge delay, it hurts a lot – said Minister Pełczyńska-Nałęcz.

Clean Air

Initially, funds from the KPO will go to the Clean Air program. – And what is very important, that under this program – that is, replacing heating means, installing solar panels, heat pumps – that all the new technologies that people buy and receive support from these (EU) funds, that they are good technologies – she said minister.

– So that people, to put it colloquially, don't end up with some Chinese product that will break down in a moment, so that these are the highest quality technologies. Both the heat pump and the insulation. And then it all works. This program, the new Clean Air, has been changed, but of course the direction is to support citizens, to make the bills smaller and to make it all more effective – she added.

The end of online white spots

Another project to be implemented using funds from the National Reconstruction Plan is broadband Internet throughout the country.

– This is a really very significant KPO project, the ultimate ambition is that there will be no blank spots on the map of Poland at all. So that broadband internet can reach everywhere. This is already happening, this program is ongoing, investments are underway. Just as the KPO ends in 2026, this project must end by then. Whether it will succeed is a question mark, as with everything, because nothing has happened for two years. This is carried out by the Ministry of Digitization and there is a huge acceleration and full ambition to use these funds – said the minister.

New places in nurseries

Pełczyńska-Nałęcz said that the planned creation of over 100,000 new places in nurseries is an “incredible development project”.

– There are funds for this and, of course, it is also a process, it is done in cooperation with local governments. This involves both renovation and construction to provide these new places in nurseries. Over 40 percent of communes in Poland still do not have a nursery. This means that parents, even if they want to, simply have no choice. They can't ship and they can't go back to work. This professional activation of parents is important and this is the direction of the project, said the minister.

Support for agriculture

The Minister of Funds and Regional Policy indicated that very large funds are to be allocated for “modernization of small and medium-sized enterprises in agriculture.”

– This is precision agriculture, ecological agriculture, agricultural processing, everything that makes Polish agriculture modern and more competitive in Poland and Europe – she explained. When asked whether this would end the farmers' protests, she said that “it's a bit of a question for the farmers.” – I hope they notice that these funds are going, what's more, we are now revising the KPO and allocating additional money for this too – she added.

KPO revision

Donald Tusk's government wants to introduce changes to the KPO, the draft of which was sent to the EC by Mateusz Morawiecki almost three years ago. Minister Pełczyńska-Nałęcz reminded that the slogan of the KPO revision is a “comprehensive plan of investments and reforms” for which EU funds are to be allocated to Poland. So that the end result in the country “would be a major structural change.”

– Now these two years of delay mean that investments have stagnated, reforms have not happened and now we have to make up for it very quickly. The revision means moving forward, as far as possible, the final dates for investments and reforms, just to meet them on time, but also (it is supposed to be) a qualitative change. We simply direct funds to where we believe they are crucial for development. And here (an idea is) to insulate multi-family buildings. So far, we have been talking about single-family homes, which is also very important, but many people live in tenement houses and apartment blocks and they also need it, she explained.

The minister added that great emphasis is placed on “succeeding a large investment project such as wind farms in the Baltic Sea, because this is the future of the Polish energy industry.”

Two years of delay

Pełczyńska-Nałęcz, when asked whether she thinks there are still “limits to political lies or whether there are no limits anymore” in the context of the fact that former Prime Minister Mateusz Morawiecki, as well as PiS politicians claim that the delay in the inflow of funds from the KPO to Poland is to blame for the Civic Platform, which stated that we are dealing with “huge political irresponsibility”.

– After all, there are funds, (they) belong to the citizens, because we are in the European Union and the government (PiS) is blocking these funds. He doesn't even submit an application, he gets into some absurd disputes regarding the rule of law – said Pełczyńska-Nałęcz.

– I always say that. The EU – yes, it is profitable for us, it is money, but the EU is (also) values. This shouldn't surprise anyone. When citizens voted that they wanted to be in the Union, citizens voted (also) for democracy, for the rule of law, for the rule of law, and suddenly someone decided to dismantle it. The result was not only a deficit in the rule of law, but also a lack of access to the funds due to us. This is gigantic irresponsibility and now they cover it with some absurd narratives. There is no other way to call it. Phantasmagorias – assessed the minister.
