Krzysztof Bosak wants the CBA to check whether developers and banks have not concluded “unauthorized agreements with developers and banks”

– We will ask the Central Anticorruption Bureau to investigate the housing loan program Kredyt na start – announced on Monday the leader of the Confederation Krzysztof Bosak. In his opinion, it should be checked whether “the development industry and the banking sector did not have unauthorized contacts with the government in this matter.”

Krzysztof BosakDeputy Speaker of the Sejm, assessed during Monday's press conference in the Sejm that the government's start-up housing loan program raises “very widespread, serious and justified concerns” that it will lead to further increases in housing prices. As he noted, the details of the bill remain unknown.

– We will ask the Central Anticorruption Bureau to investigate the Kredyt na start housing loan program to see if the development industry and the banking sector have had unauthorized contacts with the government in this matter, which are causing them to go ahead with this operation despite widespread criticism – said the leader of the Confederation.

The new naStart housing loan is to replace the Safe Credit 2% program and the family housing loan, combining financial support in the form of subsidies for installments. Higher assistance will be directed to multi-person households, especially families with children. As announced at the beginning of August by the Minister of Finance Andrzej DomaÅ„ski, at one of the upcoming meetings of the Economic Committee of the Council of Ministers, the Minister of Development and Technology Krzysztof Paszyk will present “both this program and other solutions in the area of ​​increasing the availability of housing”.

“We have an insufficient supply of apartments where people want to live, and there is no crisis”

Krzysztof Boska, Deputy Speaker of the Sejm, also emphasized that the Safe Credit 2% program introduced by the previous government was to lead to double-digit increases in housing prices in the largest cities in Poland. He also pointed out that Poland is at the forefront of countries with the highest interest rates on mortgage loans in Europe. In his opinion, the government's draft law on naStart credit will not solve this problem.

– We do not currently have a crisis on the real estate market, where no one is taking out loans. We have a problem with an insufficient supply of apartments where people want to live – said Bosak. In his opinion, instead of facilitating the investment process, i.e. releasing land and reducing taxes, the government will do the opposite – it will lead to an increase in real estate prices, which would also result in an increase in prices on the market of construction materials and services.

Terms of the announced new version of the Start-up Loan

As we read on the website of the Ministry of Development and Technology, the condition for obtaining subsidies under the project will be to meet income criterionwhich was based on first tax bracketi.e. annual income of PLN 120,000 gross. In the program, the criterion will be modified with the increase in the number of household members. However, exceeding the limits will not mean exclusion from the program – borrowers whose households exceed the limit will also be able to receive a new loan, but in their case the subsidy will be reduced.

Childless people will receive an additional payment for installments with an interest rate of 1.5 percent. Families with one child – 1 percent, with two children – 0.5 percent, and with three or more children – 0 percent. The naStart loan is to be granted for a period of at least 15 years, with a fixed interest rate set for a period of 60 months.

A month ago, the Government Legislation Centre reported that the draft law on the naStart loan had been submitted to the Standing Committee of the Council of Ministers. The draft states that the cost of subsidies for housing loans next year will exceed PLN 1.15 billion, and over 10 years it will total almost PLN 19.4 billion.

In order to reduce the risk of cumulative demand for loans, the act provides for “solutions ensuring an even distribution of market demand and relative continuity of lending”. “With the exception of the first two quarters of the new program, it is proposed that in each quarter after 15,000 applications for a mortgage Start-up loan submitted in that quarter together with an application for loan installment subsidies are registered in the subsidy register system, the period for accepting new applications is temporarily suspended until the beginning of the next quarter” – it was reported in the OSR.
