Prime Minister Mateusz Morawiecki in January this year announced that starting from September this year, all 4th grade students will receive laptops free of charge.

The money for this will come from the National Reconstruction Plan. Paweł Lewandowski, Undersecretary of State in the Chancellery of the Prime Minister, explained that laptops are to be given not only to fourth-graders from public schools. Lewandowski informed that the purchase of laptops with KPO was planned as part of the C2.1.2 investment entitled “Equalizing the level of equipping schools with portable multimedia devices – investments related to meeting the minimum standards of equipment”.

As he explained, the investment includes the purchase of at least 465 thousand. additional portable computers with the necessary software delivered to schools for use by teachers and at least 735,000 additional portable computers with necessary software provided to schools for use by students.

“Pursuant to the agreement on the implementation of reforms/investments under the development plan concluded between the Ministry of Funds and Regional Policy (Ministry of Funds and Regional Policy) and the Minister of Digital Affairs, PLN 2,464,495,505.61 was allocated from the Recovery and Resilience Instrument for the implementation of the task, and PLN 2,464,495,505.61 from the state budget funds to cover expenses related to VAT PLN 407,851,846.00,” Lewandowski pointed out.

The representative of the Chancellery of the Prime Minister announced that “after the funds under the C2.1.2 investment are exhausted, the purchase of laptops will be continued in the coming years from the state budget, and detailed financial data will be presented in a dedicated act drafted by the Minister of Digitization”.

The equipment is to be handed over to students through school authorities. What is important – as emphasized by Lewandowski – “it is planned that all fourth grade students will receive laptops for use at school and at home, without distinguishing between public and non-public school students.”

As a rule, a laptop is to be used by a student from the fourth grade of primary school indefinitely. In the event of equipment failure, the contractor – as emphasized by the representative of the Chancellery of the Prime Minister – will be obliged to provide warranty services. As explained by Paweł Lewandowski, the warranty service will be provided by the manufacturer or the entity performing the service.

How “Dziennik Gazeta Prawna” reported, the government wants all computers that fourth grade students will get in the fall to have the emblem of Poland engraved. The point is that one of the main controversies that have arisen in discussions about laptops has been the issue of resale, with critics concerned that equipment in some families could be monetized, for example through pawnshops.
