In Law and Justice they are looking for a financial plan B. If Jarosław Kaczyński's party loses the subsidy, PiS may even appeal to its voters for financial support. Everything is in the hands of the National Electoral Commission. If it rejects the financial report from the last campaign, a fundraiser may be necessary. Doubts will be resolved by answers from two state institutions. Material from the magazine “Polska i Świat”. The entire issue is available on TVN24 GO.

National Electoral Commission is waiting until Friday for clarification from the Government Legislation Center and NASK. It is known what exactly the National Electoral Commission wants to know.

The Government Legislation Centre, when its president was the current PiS MP Krzysztof Szczucki, employed an additional six people who were involved in work, but for the parliamentary campaign of their boss. Their salaries were to amount to 900 thousand złoty over several months. The case is in the prosecutor's office.

– Krzysztof Szczucki said that these people worked as employees and supported him in his free time – indicates the chairman of the standing committee of the Council of Ministers Maciej Berek. – From what I know, the Government Legislation Centre in this proceeding, which is conducted by the prosecutor's office, is able to show that this was not the case – he adds.

In turn, NASK, an institution dealing with internet security, for many months – until October last year – at the request of the Chancellery of the Prime Minister, when he was the Prime Minister Mateusz Morawieckichecked what Poles write about PiS on the Internet.

– The National Electoral Commission asked us for details regarding one of the subsidies, under which NASK examined slogans such as “PiS is losing credibility”, “PiS is losing in polls”, “PiS is gaining in polls” in the previous election campaign – says Deputy Minister of Digital Affairs Dariusz Standerski.

The 20-person department, which was supposed to fight Russian disinformation on the Internet, also checked how Poles reacted to Mateusz Morawiecki sending his daughter to a private school. The team's 1.5-year budget was 19 million złoty.

– The law states that if expenses incurred incorrectly other than from the election campaign budget of the election committee exceed 1 percent, the report must be rejected – points out Civic Coalition senator Krzysztof Kwiatkowski.

PiS spent almost 39 million złoty on the campaign – one percent of this amount is less than 390 thousand złoty. Everything indicates that the National Electoral Commission is very carefully counting every złoty spent by the Law and Justice committee.

Subsidy for PiS at risk

Law and Justice could be in serious trouble. In my opinion, the fact that the National Electoral Commission has postponed the final decision shows that it has very serious doubts and that it will still check the documents – notes Dorota Łoboda from the Civic Coalition.

If the National Electoral Commission rejects PiS's report, the party could lose 75 percent of its 26 million subsidy. This amount is a refund of campaign costs for each seat won.

– The National Electoral Commission is trying to gather as much material as possible to have a basis for a proper decision – emphasizes former chairman of the National Electoral Commission Wojciech Hermeliński. – The fact that it is extending its deliberations and setting another date is not a surprise, although it has never happened before – he adds.

The accuracy of the National Election Commission has been impressive so far. Senator Kwiatkowski settled accounts with the commission and received a refund of 60 thousand złoty, although the National Election Commission cut a certain amount from him. – The National Election Commission found out that I did not include the cost of forty-something złoty as the cost of the bank account, which was for the election committee – he points out.

Nowoczesna lost its entire subsidy in 2016 – its former boss Ryszard Petru says he is “pissed off” when he sees how, in his opinion, the National Electoral Commission is “lenient” towards PiS. – The National Electoral Commission is an institution that punishes for formal errors, for example, the lack of a stamp. They took away 100 percent of our subsidy because, within the same bank, a transfer went to A, and not B – recalls the politician of Polskie 2050. – There was no crime there. It was known where the money came from, because the same bank had given the loan – he adds.

Controversial campaign spending

The list of expenses from the parliamentary campaign when PiS was in power, according to the current government, is long. – Together with MP Agnieszka Pomaska, we have repeatedly pointed out irregularities concerning the unfortunate Orlen newspapers, which had a different promotional interview for each electoral district, in which a PiS politician, coincidentally a candidate from a given region, talked about what a great candidate he is – says the Minister of National Education Barbara Nowacka.

In addition, there is the Forest Fund, the Justice Fund, and picnics. 800+ and events organized by the police or the army – all this cost millions of zlotys and Law and Justice politicians were promoting themselves everywhere. However, the National Electoral Commission did not decide to look into these expenses.

If PiS loses its subsidy, there is a plan B. – I do not rule out that we will also appeal to our supporters. I would like to remind you that Law and Justice has millions of voters – he says Jacek Sasin from PiS. The National Electoral Commission will announce its decision on August 29.
