It seems that the final results, which will be summarized by the National Electoral Commission, will probably be released on Wednesday or earlier – said Ryszard Kalisz, a member of the National Electoral Commission, in “Fakty po Faktach”. He assessed the local elections as “the most difficult electoral operation in Poland.”

On Sunday, April 7, Poles will elect representatives of local authorities. Voting will start promptly at 7:00. Poles will then elect members of commune councils, county councils and provincial assemblies, as well as commune heads, mayors and city presidents. Where the vote on the election of commune heads, mayors and city presidents is inconclusive, a second round of voting will be held on April 21.

Ryszard Kalisz, a member of the National Electoral Commission, said in “Fakty po Faktach” that the National Electoral Commission will be “on highest alert” from 6 a.m. on Sunday to Thursday. He recalled that during the previous local government elections, the results from all over Poland arrived only on Thursday.

He admitted, however, that in the case of these elections it should have gone more smoothly. – We are convinced that things will be much better now, but we have to leave our readiness because we have to be prepared for every eventuality – he said

According to Kalisz, local government elections are “the most difficult electoral operation in Poland.” – About 300,000 candidates are running – over 230,000 for various councils and many people for the positions of commune heads, presidents and mayors. (…) There are also over 300,000 people in district, district and higher electoral commissions – he enumerated.

“I don't expect the election silence to end at 9 p.m.”

When asked what would happen if someone wanted to vote just before the polls closed at 9 p.m., he said it would be “just like during the parliamentary elections.” – A citizen who registers one second before 9 p.m. has the right to vote – he said. This also applies if there is a queue in front of the premises.

– On a scale throughout Poland, this will in no way delay the closing of polling stations in other places, because these local government elections are very decentralized. (…) I do not expect that the election silence will end at 9 p.m. tomorrow, he said.

Kalisz also said that, in his opinion, electoral silence should be maintained. – If there is electoral silence, it should be strictly observed – says a member of the National Electoral Commission. He also reminded that “a conscious and intentional attempt to bypass the election silence is a prohibited act and a crime.” He mentioned posts on social media that do not use the candidates' names but invent substitute names, for example animals.

When asked about protection against cyber attacks, a guest of “Fakty po Faktach” said that the structure includes several defense systems against external activity. – In my opinion, the data transmission system is very well protected. For now, I don't see any possibility, although of course there are people who are extremely proficient in this electronics, of somehow violating the data transmission system, he said.

He also noted that last year a digital voter list supervised by NASK was introduced. – Last month, the resistance of this digital voter register to external influences was tested. Of course, the effect is positive at the moment. No such threats have been identified at this time, he added.

However, he drew attention to the threats posed by bots and hackers in social media who create fake accounts and “influence the awareness of citizens in Poland.”

He added that there were no signals that would indicate a planned attack. – We can calmly start the elections tomorrow – assured Kalisz.

“The Republic of Poland will be what you shape it yourself”

At the end of the program, Kalisz encouraged everyone to take part in tomorrow's elections. – The Republic of Poland is the common good of all citizens, all citizens have the right to shape our Republic. If someone does not want to go, he denies himself this right, he said.

– Ladies and gentlemen, everyone go to the polls tomorrow. This is your right, and you must exercise your civil right. The Republic of Poland will be the way you shape it, he added.
