Two days before the announcement of the results, it turned out that they had fallen to B and were only placed on the reserve list. The Zone of Inspiration and Development foundation in Łódź applied for money from the National Institute of Freedom for a project supporting families and children as part of mental assistance after the Covid 19 pandemic. – It was a great disappointment, because at the beginning our application was very well evaluated – said the president of the foundation

The project of the Lodz foundation entitled “Incubator of positive emotions” was submitted in 2022 and then it was positively evaluated. The amount that was supposed to be subsidized was just over PLN 104,000. Its main goal was to support families and children as part of mental assistance after the Covid 19 pandemic.

Rated A, downgraded to B

– The competition had a very high point threshold, and in general the entire threshold for granting funding to all organizations. A minimum of 98 points had to be achieved, and the idea should have been rated A – says Magdalena Bednarek, coordinator of the Strefa Inspiration and Development Foundation. He adds: – Our project had an A and was rated at 98.5 points. It turned out that at the last moment, two days before the announcement of the results, we were demoted to idea B, which did not give us a grant.

“There is only a note that we have not met the appropriate strategic criterion”

– Our project met the second strategic criterion, which was recommended by the National Institute of Freedom. It was about supporting families and children as part of psychological help after the pandemic. It provided for many workshops in the art therapy dimension, such as ceramics, as well as theater workshops with families, both with parents and seniors, so it had an intergenerational dimension – assures Magdalena Bednarek. We never got any justification for this decision. In the consolidated evaluation sheet, there is only a note that we have not met the appropriate strategic criterion – he adds.

Great disappointment

– For us it was a great profession, because we implement projects with children and integration with children in mind – emphasizes Adam Kamiński, president of the Strefa Inspiration and Development Foundation. – He was rated very well at the beginning, then the substantive assessment changed. Don’t know why.

10 people agreed to change their grades, two abstained

The case was described in June 2022 by Konkret24. As we read, on May 26, the committee met to select the final list of beneficiaries. According to the minutes of the meeting, which Konkret24 received from the National Freedom Institute, then 19 entities were reassessed and placed on the reserve list, and 19 others entered the final list. Szymon Dziubicki, a member of the committee, spoke at the committee meeting. As we read, it was he who “discussed the possibility of changing the assessment” of as many as 38 applications, “taking into account the degree of compliance with the objectives of the government’s NOWEFIO program and the strategic directions of the government’s policy”. Two other committee members agreed; one of them – Błażej Żuk from the Council for Public Benefit Activity – said that “in fact, projects inconsistent with the government’s public policy should not be subsidized under the government program” – which would indicate that among the projects previously indicated by experts on the final list, there were . Voting has taken place. 10 people agreed to change their grades, two abstained. In this way, the committee raised the grade of 19 projects to A, transferring them to the final list, and reduced the grade of 19 others and were placed on the reserve list. In addition, at the request of one of the experts, two more projects were added to the list of beneficiaries, raising their rating to A – the protocol does not justify this move. In total, at this meeting, the competition commission changed the evaluation of 40 projects.
