We have decided to launch the process of implementing dozens of far-reaching legal solutions strengthening the defense planning system in the country, said President Andrzej Duda in Legionowo. He announced that in the coming days the draft as a presidential initiative would go to the Sejm. The president spoke during the management briefing of the staff of the Ministry of National Defense and the Armed Forces on the eve of the NATO summit in Vilnius. The head of the Ministry of National Defense Mariusz Błaszczak and Prime Minister Mateusz Morawiecki also spoke.

During the speech opening the meeting, Mariusz Błaszczak spoke, among other things, about the Homeland Defense Act, which “gave us grounds to implement contracts with the US and South Korea”.

He mentioned that under contracts with the US, the first Abrams tanks are already in Poland. – On the basis of contracts with South Korea, the first K2 tanks are already in Poland, the first K9 gun-howitzers are also in our country, and very recently the first FA-50 aircraft also arrived in Poland – he said. He assessed that it is a very modern weapon, giving us “a very strong argument in hand when it comes to deterrence”.

Błaszczak assessed that “undoubtedly, the greatest challenge is the regime’s attempt to rebuild the empire Vladimir Putin and an attack on Ukraine.” – Our goal, our aspiration, is that we border, that we are neighbors with an independent Ukraine, and not with part of Russia – he noted.

Hence – as he added – “our aspirations that the Russian empire will not be rebuilt.” – Because we are aware of whether it was white, the Russian tsarist empire, or red, communist, whether there is now an attempt by Putin to rebuild it, it always carried evil, which was experienced by the civilian inhabitants of Irpień or Bucha murdered by Russian mercenaries – noted the head of the Ministry of National Defense . “Therefore, we are doing everything we can to strengthen Ukraine and to deter the aggressor,” he added.

The head of the Ministry of National Defense said that Poland hopes that “the North Atlantic Alliance will expand, that Sweden will join the group of North Atlantic Alliance countries.” – We hope that the North Atlantic Alliance will give a clear signal regarding support for Ukraine. And we also hope that with our Polish activity, the policy of deterrence and defense of the North Atlantic Alliance will be even more expressive – said Błaszczak.

Duda: A strong signal will flow from Warsaw

Andrzej Duda noted that “the last several months have been a time of deep analysis of the course war in Ukraineassessment of Polish legislative solutions regarding the management of national security and conducting a number of exercises in which civil and military institutions were involved.” He added that the analysis also covered crisis situations in our territory, “such as the fall of a rocket in Przewodów”.

The president informed in this connection that “based on the conclusions and experience gathered, we decided to launch the process of implementing at the statutory level several dozen far-reaching legal solutions strengthening the defense planning system in the state.”

– The purpose of these future changes will be to strengthen the coordination of political and military authorities in defense planning, both in peacetime and in a potential crisis; increasing the speed of decision-making in crisis situations; strengthening the defense system in the event of hybrid and subliminal threats, which today, unfortunately, are implemented by the Russian Federation – he described.

Duda informed that “in the coming days, as a presidential initiative, a relevant draft of the act will be submitted to the Sejm.” – The project was prepared by the National Security Bureau in cooperation with the Ministry of National Defense. I consider it particularly urgent from the point of view of national security and I hope that it will be adopted quickly. Its assumptions will also be presented soon – he said.

He also announced that “a strong signal will flow from Warsaw” at the NATO summit. – A signal that Russian policy using threats of nuclear escalation against NATO countries cannot remain unanswered – he clarified.

The president noted that this is the second NATO summit to take place during the war in Ukraine. – I am aware of the expectations associated with the NATO summit in Lithuania. And I hope that, like Warsaw seven years ago, Vilnius will also be a success for NATO. But in particular, it will also be a success for the eastern flank of the alliance and will write down subsequent paragraphs of the allied constitution for the reality of security, in particular the one that was created in connection with Russia’s aggression against Ukraine – he said.

As he noted, “in Vilnius, we expect above all to strengthen the military dimension of the alliance.” “We expect a decision on the new defense plans, which will be the most advanced planning documents that NATO has ever had since the Cold War,” said Duda.

Morawiecki: In order to live in a safe world, we must apply a cordon to Russia

Mateusz Morawiecki, in turn, said that “he would like to work out a plan for Ukraine’s accession to NATO as soon as possible, to cover Ukraine with maximum security guarantees.” – But on the other hand, I would like the decisions of the Madrid summit to be implemented in reality, because the rapid reaction force of more than 300,000 soldiers is a powerful force of influence and defense on the modern battlefield – he added.

– We expect our partners to invest in their armed forces at a very accelerated rate (…) and to build these rapid reaction forces. To facilitate this, it would be useful to change the rule of budget accounting under the Stability and Growth Pact, said the Prime Minister.

According to the Prime Minister, many countries have fallen into a “deep geopolitical sleep” from which, he said, they have been awoken by the imminent threat from Russia.

He reminded that this threat did not arise on February 24, 2022, because it was already visible during the war in Chechnya, which, in his opinion, showed the true bestiality of the Russians.

Morawiecki assessed that the Russian threat requires a specific response. – The neoliberal world has collapsed like a house of cards, and the ideas regarding the shaping of individual budgetary, political and geopolitical realities have fundamentally changed – he concluded.

– In order to live in a safe world, we must put a cordon on our aggressive neighbor, Russia. A security cordon stretching from Scandinavia to the Balkans, he noted.
