Everything indicates that the details of the coalition agreement will be known next week. Meanwhile, PiS continues to settle accounts. Former Minister of Agriculture Jan Krzysztof Ardanowski critically summarized the election campaign and admitted that his party lost the election. However, Prime Minister Mateusz Morawiecki has a different opinion, assuring that he is not packed and hopes that he will be able to convince MPs from other parties to govern together.
In the parliamentary-cabinet system, the winner is the one who is able to form a government and has a majority in parliament, says Jan Krzysztof Ardanowski, an MP from Law and Justice. The election results here are clear – 248 seats for the three electoral committees finalizing the coalition agreement, which also have a common candidate for prime minister, and 194 seats for the party that has just lost its majority. The matter seems settled. President Andrzej Duda announced the first session of the new Sejm for November 13, but has not yet designated a prime minister.
– During the first session of the Sejm, the government resigns and this triggers the president’s powers to designate a candidate – explains Prof. Ryszard Piotrowski, constitutionalist from the University of Warsaw. – There is a 14-day deadline from the first session of the Sejm to make a decision and there will definitely be a decision within that deadline – assures MaÅ‚gorzata Paprocka from the Chancellery of the President.
The president’s decision is crucial for the pace of appointment of the new government. The Civic Coalition, Third Way and New Left are ready to form a government. Their coalition agreement with program assumptions is nearing completion. – We will definitely continue the 800 plus program, there will definitely be increases for the budget sector and teachers. We will strive to restore the rule of law and dialogue in Poland, says Andrzej Szejna, MEP of the New Left.
At the same time, the leaders determine the division of ministries and the composition of the government, headed by Prime Minister Donald Tusk. There is also a scenario on the table with two deputy prime ministers – WÅ‚adysÅ‚aw Kosiniak-Kamysz and Krzysztof Gawkowski.
– On November 13, there will be a plan which ministries will go to which party and who should be the minister – assures WÅ‚adysÅ‚aw Teofil Bartoszewski, MP of the Polish People’s Party. – The president does not have to listen to other scenarios, because this one is measurable and ready – emphasizes Andrzej Halicki, MEP from the Civic Platform.

PiS is fighting for the majority
Law and Justice politicians continue to suggest a different scenario to the president, assuring them that they are waiting for the first session of the Sejm. – Then we will talk about talks, about searching for the majority – says Anna Zalewska, MEP from Law and Justice.
This is also confirmed by the PiS candidate for prime minister. Mateusz Morawiecki in an interview for Interia assures that he is not packed and believes that a sufficient number of MPs will be able to convince him to cooperate. As he says, he wants to convince by referring to social programs and slogans about sovereignty. He targets the Third Way and the Confederacy. However, he pays special attention to the People’s Party, announcing that he will fight for the majority until the very end and throughout the entire term. He does not even rule out taking a position in WÅ‚adysÅ‚aw Kosiniak-Kamysz’s government.
– This is a sham, it is a game for time, sowing confusion and an attempt to put a stick in the spokes when formulating a new coalition – comments Krzysztof Paszyk, MP from the Polish People’s Party. – People knew from the very beginning why it was worth voting for us, they voted and gave us their votes, so none of us will dare to go to the other side – assures Marzena OkÅ‚a-Drewnowicz, MP from the Civic Coalition.

Coalition agreement nearing completion
The first test for the new parliamentary majority will be the election of the speaker and the presidium of the Sejm. In this case, the candidacy of Szymon Hołownia is on the table, but changing the marshal in the middle of the term to Włodzimierz Czarzasty is also discussed.
Coalition arrangements – natural in a democracy – Law and Justice calls the weakness of the coalition being formed. – I am looking more closely at the media side of the concept of creating a new government composed of these 12 opposition parties and I do not see any breakthrough yet – comments Piotr Kaleta, MP from Law and Justice.
The coalition agreement is to be public and all leaders are to present it together.
On Monday – a week before the first sitting of the Sejm – Donald Tusk will appear in WrocÅ‚aw’s Jagodno, where on October 15 voters voted until three in the morning. – If at three in the morning you know what the election results are and you are still standing to show the red card, this is an absolute symbol of symbols – says Anna Materska-Sosnowska, political scientist at the University of Warsaw, Foundation. Stefan Batory.

Given the historically high turnout, this is also a reflection of the responsibility rested on those who won the coalition majority in these elections. – In fact, about 40 percent of people eligible to vote voted for the coalition. Previously, PiS won with 26 percent of eligible voters. This is an extremely strong legitimacy – says Professor Andrzej Rychard, a sociologist and director of the Institute of Philosophy and Sociology of the Polish Academy of Sciences.
The question is whether President Duda will notice it. Law and Justice is already settling accounts for the upcoming loss of power. Several politicians have already lost their party positions, and the name of Jarosław Kaczyński is being mentioned more and more often.
– I am in this party because of both KaczyÅ„ski brothers, but a situation that makes everything that happens in the party dependent on one person is not a normal situation, it is not a healthy and normal situation, but if something happens, this party will it will not survive this – says Jan Krzysztof Ardanowski, MP from Law and Justice.
Prime Minister Morawiecki assured in the interview already quoted that he has always been a supporter of the so-called abortion compromise and admitted that Julia Przyłębska’s application to the Tribunal regarding abortion was an error.
