The Border Guard has launched new guarded centers for foreigners in Biała Podlaska and Czerwony Bór due to the increased migration on the Polish-Belarusian section of the border, informed Tomasz Praga, the commander of the Border Guard. He emphasized that talks on further locations are underway.

Last week, the deputy Ombudsman, Hanna Machińska, asked the Border Guard about the activities related to the increasing number of foreigners who illegally cross the Polish-Belarusian border.

“Due to the increased migration on the Polish-Belarusian section of the border, the Border Guard has taken steps to increase the number of places in guarded centers for foreigners,” wrote the commander-in-chief of the Border Guard, Maj. Gen. SG Tomasz Praga. As he indicated, new centers were opened in Biała Podlaska and Czerwony Bór. “Currently, arrangements are being made to obtain additional places that can be allocated to other centers” – he added.

Foreigners registration centers

Due to the necessity to provide administrative services to detained persons, centers for registration of foreigners were established in Połowce and Dubicze Cerkiewne. “The newly opened places received appropriate staff support, and officers from other departments of the Border Guard were temporarily posted there” – informed Maj. Gen. SG.

The Border Guard also informed that the first administrative activities after the detention of foreigners are carried out in its facilities corresponding to the place of detention or in the new registration centers in Połowce and Dubicze Cerkiewne. Then, after the court’s decision, the foreigners are transported to guarded centers.

Applications for international protection

According to the report, in the period from June 7 to August 7, the Border Guard detained 625 foreigners, including 183 minors up to 17 years old and 23 under the age of 18. There were no unaccompanied minors.

In the same period, 933 foreigners were covered by 607 applications for international protection in the territory of the Republic of Poland. “Due to the fact that most foreigners submit an application for protection not immediately after their detention, but at a later stage during their stay in the center, it is not possible to prepare statements linking the detention of a foreigner with the submission of an application for protection” – explained the Commander-in-Chief of the Guard Border.

“Detainees, against whom proceedings are initiated to oblige the foreigner to return, receive the ‘Instruction on the rules and procedure for the obligation of the foreigner to return.’ The instruction states that the initiation of the proceedings does not make it impossible to apply for international protection on the territory of the Republic of Poland. In such a situation, the proceedings are suspended pending the resolution of the case. The instruction is handed over during the first administrative activities. The foreigner confirms reading it with a signature “- we read in the Border Guard’s reply.

Migrants on the Polish-Belarusian border

At the Polish-Belarusian border a migrant camp was established in Usnarz Górny in Podlasiefor example, from Iraq and Afghanistan, who are being pushed out of Belarus by the local services. As the local residents say, people have been camping in this place for nine days. Migrants are guarded by the Polish border guards and the Belarusian army.

The authorities in Minsk are accused of deliberately transferring migrants from countries such as Iraq or Afghanistan across the borders with Lithuania, Latvia and Poland, which are also the borders of the Schengen area, in order to put pressure on the European Union because of the sanctions it has imposed on the Belarusian regime.
