Earlier hearing

Earlier on Monday, former director of the Department of Budget and Financial Efficiency at the Ministry of Justice, Jan Paziewski, testified before the committee. The committee asked him mainly about the circumstances of the transfer of funds from the Justice Fund to CBA for the purchase of Pegasus.

When asked about the rapid pace of transfers in the Justice Fund budget, he replied that it was normal practice. – Especially at the stage of budget design and arrangements by the Council of Ministers (…) Then such a change must be made immediately – regardless of the time, even late in the evening. The pace of budget changes is not unusual, he said.

When asked whether, given today's knowledge, he believed that the transfer of PLN 25 million from the Justice Fund to the CBA was legal, he replied that it was “difficult for him to take a clear position – yes or no.” – I would be inclined to believe that it was not entirely (compliant) with applicable law – said Paziewski. He emphasized that the CBA is financed from the state budget and “it should probably remain that way.” He also said that the issue of providing money for the purchase of Pegasus was beyond his competence.
