There are plans to involve funds from the National Reconstruction Plan (KPO) in the credit program, said Krzysztof Paszyk, Minister of Development and Technology. He added that there could be “a lot of money” for housing next year.
Asked about “Kredyt na Start” in the first program of Polish Radio, Paszyk emphasized that he prefers to talk about “a credit program”. – We attach too much to slogans that have been mentioned somewhere. We have a credit program, and what it will be called is a secondary matter – he assessed.
“There are possibilities to use funds from the KPO”
As he said, according to preliminary estimates, the first year of operation of the credit program next year would cost slightly over PLN 500 million and “this is not the dominant amount of funds allocated for housing next year, which amount to nearly PLN 4.5 billion.”
The Minister indicated that there are plans to use funds from the National Reconstruction Plan for this purpose. – Maybe it will be possible to use funds from the National Reconstruction Plan – I also do not hide that this is where I am focusing my efforts – to use funds from the National Reconstruction Plan. So there could be a lot of this money for housing next year. Certainly 50 percent more than the funds allocated for 2024 – assured Paszyk.
Asked about which tranches the money from the KPO will come from, the minister replied that there are “certain possibilities”. – I do not want to reveal the details before we officially count and agree on it. However, there are possibilities of using the funds from the KPO to support housing. I am at the stage of working out the details – said the head of the ministry.
Funds for housing construction
According to information from the Ministry of Finance, the draft budget for 2025 allocates PLN 4.28 billion for housing construction, of which PLN 1.6 billion is in reserves.
Last week, the head of the Ministry of Development and Technology said that the final distribution of money for housing programs should be approved next week. Asked whether the amount of PLN 500 million for the #naStart program is sufficient, he said: – This is an amount sufficient to launch a credit program, a support program for people who do not want to live in a rented apartment, who do not want a municipal apartment.
He noted then that the current interest rate on housing loans in Poland – at 8% – is twice the EU average. He estimated that under the government support program, this interest rate will drop to 4-5%, which in the realities of cities such as Warsaw or Poznań will result in a loan installment lower from about PLN 800 to PLN 1.2 thousand.
The Minister assured on Friday that the #naStart program will not cause an increase in housing prices.
