We want to focus on reducing health insurance premiums for entrepreneurs, especially those with the lowest earnings, said Finance Minister Andrzej Domański in the “#BezKitu” program on TVN24. He added that funds in the amount of four billion złoty have been reserved for this purpose in the budget.
The Minister of Finance emphasized that the reduction in the health insurance contribution “will not affect the National Health Fund”. – We have reserved four billion zlotys in the budget so that potentially these lower revenues from the health insurance contribution are balanced from the budget. But we do not have much of this space in the budget. We are covered by the excessive deficit procedure and we have to look at the funds and money spent carefully – he added.

Domański indicated how work on new regulations related to health insurance contributions will proceed. – We must very quickly start work on something that seems to be such a plan of the absolute minimum, i.e. waiving the health insurance contribution from the sale of fixed assets – he said.
He explained that in the current system when selling a car or land, “as an entrepreneur, you have to pay health insurance premiums.”
– Well, this is a situation we have to end. And it will not happen, that is certain. Here we have the consent of absolutely all coalition partners and Ministry of Finance together with the Ministry of Health are ready to submit the draft bill very quickly – announced the Minister of Finance.
As for the bill on reducing health insurance contributions, Domański said that “discussions are still ongoing within the coalition, but I want to say very clearly that these are good discussions.”
– We can do this within the four billion zlotys that have been reserved in the budget and I think it is a matter of the coming days – he said.
How much will the health insurance premium reduction be?
When asked what this bill would look like, the head of the Ministry of Finance replied: – I think we will find a solution that will be similar to what we presented in March with the Minister (of Health Izabela) Leszczyna. Here, negotiations are underway regarding certain parameters, levels, but we know that we want to focus on limiting the health insurance contribution for entrepreneurs, especially those with the lowest earnings.
He noted that “running a business involves economic risk and every entrepreneur knows that sometimes there are orders and sometimes there are not.”
– That is why the situation of entrepreneurs is not fully comparable to the situation of full-time employees. This is the solution that we, as the Ministry of Finance, also the Ministry of Health, and I think our coalition partners, support, is to limit the health insurance contribution for smaller entrepreneurs within the limit that we have in the budget – explained Domański.
