Minister of Justice Adam Bodnar announces tougher penalties for road pirates and the introduction of “road murder” to the list of crimes. This is a response to the tragic consequences of road accidents caused by drivers significantly exceeding the speed limit. Recently, such an accident occurred on Trasa Ćazienkowska, and the perpetrator fled the country. Now Ćukasz Ć». is in German custody after being detained in LĂŒbeck. Extradition proceedings are underway.
– I think she didn't know what kind of person he was or what he did, because she probably wouldn't have gotten involved with him – says the mother of the 22-year-old, who is Ćukasz Ć».'s partner and who was injured in an accident on Trasa Ćazienkowska.
The woman was interviewed by TVN's “Uwaga!” reporter Tomasz Patora. He also reached out to someone from the 26-year-old's close circle. – If you lead such a lifestyle and drive a car in such a way, then eventually a tragedy had to happen – says Ćukasz Ć».'s friend.
Ćukasz Ć». is still in German custody after being arrested in LĂŒbeck. The extradition procedure is ongoing. – All procedures are ongoing to ensure that the court makes a decision on granting consent to the execution of the EAW, i.e. extradition to the Polish side – informs Piotr Antoni Skiba from the District Prosecutor's Office in Warsaw. According to the prosecutor's office, the procedure may take several days. Earlier, Ćukasz Ć». did not agree to the simplified procedure.

However, the investigators' actions are not focused only on the 26-year-old. – We currently have 6 people temporarily arrested, 5 of whom have been questioned by the Polish prosecutor. One person, Ćukasz Ć»., is being held in a detention center outside Poland – informs Piotr Antoni Skiba. The prosecutor's office is investigating, among other things, the failure to provide help after the accident and helping Ćukasz Ć». escape.

In an accident on Trasa Ćazienkowska, a 37-year-old man died, and his wife and children were injured. Their car was hit at high speed by a car driven by Ćukasz Ć». An arrest warrant was issued for the man, and then a European Arrest Warrant. This was not the man's first conflict with the law. – He was in prison and it was 2021. At that time, he was convicted of violating a court ban on driving. It was 11 months – informs Klaudia ZiĂłĆkowska from the tvn24.pl portal.
He was convicted of driving despite prohibitions several times. – These are most often people who have a distorted, maladjusted personality, (…) lack empathy, lack a certain higher emotionality that allows me to receive information from my surroundings, whether I did something wrong and how I feel about it. Most often, such people do not feel guilty – points out Dr. Wojciech Korchut, a transport psychologist.
The prosecutorâs office also reports that Ć». had been convicted of possession of significant amounts of drugs, driving under the influence, making criminal threats and fraud.
Work on changes to the law
The Ministry of Justice announced before the weekend that actions will be taken in the near future to ensure greater safety on Polish roads. Inter-ministerial talks on the matter are to be held this week. – Recent events have shown that the problem very much affects people who lose their driving licenses, or have never acquired them at all, and yet get into a car. We will also consider with other services to what extent the state, as a mechanism, can control this phenomenon, see these drivers – says Arkadiusz Myrcha, Deputy Minister of Justice.
The discussion on the possibility of including “road murder” in the Penal Code is back again. Experts say that such a person must be properly prepared. – In order to create good law, time and peace are needed. An interdisciplinary team must be created, consisting of lawyers, judges, prosecutors, advocates, psychologists, psychiatrists – indicates Marek Konkolewski, a former police officer and road safety expert.
