He said that “no documentation has been preserved” regarding the selection of experts assessing the applications. He also talked about the money that flowed from the Institute. – Our audits show clearly: a lot of money flowed to non-governmental organizations directly related to the previous government – he said.

Deputy Minister for Civil Society Marek Krawczyk (Poland 2050) spoke in “Tak jest” on TVN24 about the activities of the National Freedom Institute – Center for the Development of Civil Society during the government PIS. When the institute was established in 2017, the then deputy prime minister and chairman of the Public Benefit Committee Piotr Gliński (later also Minister of Culture in 2021-2023) said that this is a project that meets the needs of non-governmental organizations, generally the weaker, local ones, those that have not yet had adequate support also from the Polish state.

Krawczyk was asked whether this institution actually helped such organizations. According to him, “it was a very good solution, needed and expected by non-governmental organizations and the civil society sector.” – But the problem is what happened later – he noted.

Inspection and application to the prosecutor's office

The minister said that inspections were carried out at NIW – CRSO, which gave “results that were quite devastating for the previous management of the Institute.”

– Suffice it to say that as far as the previous dismissed director is concerned, an application was submitted to the prosecutor's office in connection with the abuses that were detected at the National Freedom Institute – he announced. – To put it briefly, the results of competitions were manipulated and the allocation of grants was manually controlled – he explained.

Krawczyk said that “in principle, each application submitted to the National Freedom Institute under the program was assessed by experts who were supposed to be independent.” – Unfortunately, our inspections showed that these experts were dependent, and they were dependent on the minister – he said.

According to him, a “good example” is Piotr Gliński's assistant named Płatek, who “has assessed as many as 800 applications in recent years.” – He was able to evaluate up to several dozen applications in one week – said the TVN24 guest. He noted that “such an application consists of several, sometimes a dozen or so pages of detailed description.”

Krawczyk, however, pointed out that the most interesting thing is “how these experts were selected.” – Because the idea was that they should be drawn by lot – he said. As he said, some people “favoured fate”, “because it turns out that the same experts were drawn over and over again”. He also said that there are a total of “500-600 experts at the National Freedom Institute” who can evaluate the application.

– Unfortunately, detailed documentation describing the drawing method has not survived. At least we haven't reached it yet, he said. When asked whether this meant that it had disappeared somewhere, the deputy minister said that “it was difficult to say”. – In any case, the National Freedom Institute does not have detailed information today on how these draws were held – he admitted.

Did Gliński know?

When asked whether Gliński knew about what was happening at NIW, the TVN24 guest recalled that “his role was to supervise this Institute.” – If he knew, it was very bad. If he did not know, it means that he did not fulfill his duties and did not properly supervise the Institute – he concluded.

He emphasized that it is interesting that since 2017, i.e. since its establishment, “the National Institute has not been audited once.”

“A lot of money flowed to organizations associated with the previous government”

The deputy minister also talked about the money that flowed from the Institute. – Since 2017, it has already exceeded a billion zlotys, gigantic public money – he said. – Our audits show clearly: a lot of money flowed to non-governmental organizations directly related to the previous government – he said.

– But I wouldn't like to talk about the entire sector in this way, because within the National Freedom Institute, dozens, hundreds of non-governmental organizations and hundreds of projects were co-financed and this money went to really proven partners, good organizations for interesting projects and interesting activities – he noted.

As he said, “there were many pathologies and irregularities, but of course we are talking about a part of this reality.”
