The National Reconstruction Plan (KPO) does not contain any agreements or provisions regarding Izera, but there are funds that can be spent on this project, it is PLN 5 billion – said Katarzyna Pełczyńska-Nałęcz, Minister of Funds and Regional Policy. However, she added that there is PLN 5 billion in the KPO which may or may not be spent on Izera. The minister thus referred to the idea of ​​supporting the Polish electric car project Izera, which has been developed for years, from KPO funds.

– They (funds – ed.) were in the grant part of the KPO, but we transferred them to a preferential loan. The point is that the grant funds must be spent by mid-2026, and there is no way the production line would be ready – and this was the requirement – by mid-2026. This project is not that advanced, it was some kind of illusion. – said the minister.

She explained that projects from the loan part can also be implemented at a later date. – It is enough that an agreement is signed by 2026 and then investments can be made in the following years – she explained. – This is the main reason why these funds were transferred, thus making it possible to spend KPO funds on Jizera – added the head of the Ministry of Funds and Regional Policy.

Cooperation with the Chinese?

On Wednesday, on TOK FM radio, Katarzyna Pełczyńska-Nałęcz, when asked about Izera's cooperation with the Chinese partner, said that Poland is an attractive partner for the Chinese, but this project must also be beneficial for the Polish side. – The Chinese are playing their game, (…) they are exerting pressure and – to put it colloquially – they are dramatizing in order to force the Polish side to make a decision that will be favorable to them – explained the minister.

She added that the decision on whether the KPO funds will be allocated to the Jizera project now rests with the Ministry of State Assets, and the ministry must make such a decision by mid-June this year.

The parties signed a letter of intent conditioning the signing of the agreement on obtaining corporate approvals by EMP. The cooperation is to be confirmed by a separate general contracting agreement for the investment after EMP obtains corporate approvals. According to EMP, the selection of the general contractor and the signing of appropriate contracts would enable the launch of mass production of cars by mid-2026. So far, the company has declared the launch of production of the Polish electric car in December 2025, and sales – in 2026.
