New terrestrial TV signal in Poland – DVB-T will replace DVB-T2 / HEVC – 2 million households exposed to TV signal loss

Still over two million households are at risk of losing their TV signal. Information activities should be strengthened – indicated the representatives of the National Media Institute at the conference of the Digital Poland Association and the National Broadcasting Council on changing the method of broadcasting digital terrestrial television. In 2022, the standard of digital terrestrial television broadcasting will change – the existing DVB-T will replace DVB-T2 / HEVC.

The new standard of television

Opening the Monday press conference, the president of the Digital Poland Association, Michał Kanownik, reminded that in March 2022, a change in the method of broadcasting digital terrestrial television will begin by replacing the existing DVB-T system with a more effective DVB-T2 / HEVC.

– We are literally on the eve of the first switching. At the same time, we are on the eve of the hottest period for consumers who decide to buy Christmas or New Year’s equipment, so it seems like the perfect time to speak very clearly, send the message to the consumer, what they should do to prepare. We have experience with the first digitization of terrestrial television, so we would prefer to avoid these consumer errors this time, ‘he said.

Four steps to change the TV signal

Tomasz Proć, Director of the Telecommunications Department in the Chancellery of the Prime Minister, reminded that in 2013 the first digitization of television was completed.

– It’s been a few years. In accordance with subsequent decisions on the EU side, we have been obliged to change the frequencies on which television will be broadcast. After further decisions, both on the government side and in agreement with EU authorities, the date of changing the broadcasting standard was set for June 30, 2022. This is a date that interests us very much, but of course it is a cut-off date. In Poland, we will gradually, in different regions, change the broadcasting standard in four stages from the end of March to the end of June 2022 – he explained.

Proć added that from April 2021, the Chancellery of the Prime Minister in cooperation with, inter alia, he is running an information campaign with the National Broadcasting Council, representatives of TV broadcasters and the Office of Competition and Consumer Protection, aimed at recipients of digital terrestrial television.

– We tried to work out a formula that would not be too technical. Rather, we were talking about new digital television and new challenges. Together with the National Broadcasting Council – and in large cooperation with broadcasters – we have agreed that the announcements that will be broadcast on individual TV stations will be so-called social announcements, so they will not have the nature of specific products, goods or services, which facilitated cooperation with broadcasters – he noted.

The Director of the Telecommunications Department at the Chancellery of the Prime Minister also announced the launch of a special website www.gov.pl/cyfrowaTV. – It is run by the Institute of Telecommunications on behalf of the Chancellery of the Prime Minister. Together, in this group, we decided that in the course of the several-month campaign, we would rather focus on the benefits of changing the standard, i.e. more programs, better quality. Among the threats, we will point out that the equipment that individual recipients have may be inadequate – he said.

The director of the National Media Institute, Mirosław Kalinowski, announced that the state of adaptation of Polish households to DVB-T2 / HEVC reception has been under investigation since July. – Then, in qualitative research, we explore what Poles know about the change, what they can expect and what communication could reach them, defining the most vulnerable groups, their contact with the world, and what is most important for them in watching TV, what they follow what they can lose. At the same time, at our Institute, we conduct research on how the DVB-T2 change took place in other countries, and what campaigns were used there – he pointed out.

Two million farms could lose the signal

The presentation by Kalinowski and his associates shows that there is “a significant increase in awareness of changing the broadcasting standard”, but “awareness of the change is very general and therefore does not build an impulse to act”.

– The main source that builds awareness is television. This message, however, requires elaboration. Still over two million households are at risk of losing their TV signal. It is necessary to intensify information activities dedicated to the target group – indicated in the conclusions.

According to the director of the National Media Institute, the most threatened and unaware of the change are “households not using the Internet, single-person households, people over 60 years of age”.

– This means that for themselves they are technology leaders, or rather excluded people. This means that contacting them via the Internet may not have the proper effect, and perhaps the only way, apart from building an extremely simple message, is to contact them using very classic methods – posters at the post office, in parishes – in which we will indicate with clear guidelines what they can do – He said.
