Nightly ban on the sale of alcohol. Traders warn against the effects of prohibition

The introduction of restrictions on the sale of alcohol after 10 p.m. will have many negative consequences for Polish trade and will lead to the development of the gray zone, according to a statement from the Polish Chamber of Commerce published on Thursday. According to traders, the ban will mainly affect small stores, which will be at risk of losing profitability and, as a result, closing their businesses and eliminating jobs.

The Chamber wrote that banning the sale of alcohol to small grocery stores during their opening hours, but after 10 p.m., will cause huge financial problems for these entities.

– Depriving stores of these goods in the evenings must mean losing their profitability and, as a result, closing their businesses and eliminating jobs. Small Polish stores, usually operating as family businesses, are already in a serious crisis due to the expansion of discount stores. Restricting the sale of alcohol will be an argument for many of them to close their businesses, said Maciej Ptaszyński, president of the Polish Chamber of Commerce.

Night alcohol sales ban and the gray zone

Citing the experience of other countries, Ptaszyński pointed out that limiting the possibility of selling alcohol in stores after 10 p.m. may be associated with the emergence of other forms of distribution, namely the emergence of a gray zone. Moreover, he added, any attempts to impose restrictions on the sale of alcohol are ineffective. – In our opinion, the more important issue is building a responsible culture of alcohol consumption – he emphasized.

The Chamber also noted that traders are aware of the great responsibility of entities selling alcohol and are ready to take actions that will limit the provision of alcohol to minors and intoxicated persons. However, she pointed out that treating the issue of alcohol sales is important not only in terms of a social problem, but also taking into account the importance it has for Polish small entrepreneurs and workplaces.

PIH proposes ID cards for customers

According to PIH, an effective solution would be: introducing the obligation to identify each customer buying alcohol. – Since the stores are responsible for its safe sale, it is worth giving them a tool to control buyers – indicated the president.

Pursuant to the regulations, the commune council may introduce restrictions on the night sale of alcohol for the entire town or only its part. The restriction may apply from a maximum of 10 p.m. to 6 and apply to shops and gas stations. The night ban does not apply to catering establishments. So far, approximately 10 percent have used this solution. municipalities in Poland.

Public consultations on limiting night sales of alcohol are ongoing in Warsaw until June 30. To express your opinion on this matter, you can come to one of the consultation and information meetings or complete an online survey on the website of the Warsaw City Hall.

Night prohibition is already in force in, among others, Kraków, Katowice, Wrocław and Poznań. Similar restrictions were also introduced in Portugal, Ireland, Slovenia, Spain, Norway and Sweden.
