NIK President Marian Banaś presented to the Sejm a report on the activities of the Supreme Audit Office in 2020. Among other things, he spoke of “a significant financial imbalance of the state” as well as “the devaluation of the importance of the state budget”.
Marian Banaś reported that the Supreme Audit Office “carried out 91 topics of planned inspections in 2020, including the control of the state budget execution and the assumptions of the monetary policy”. – We also conducted ad hoc control procedures in 63 topics. NIK carried out a total of 2007 unit inspections in 1,629 entities and formulated 4,548 post-inspection conclusions – continued Banaś. – Moreover, we reported 122 de lege ferenda applications – he added.
– We submitted 55 notifications to law enforcement authorities about the possibility of committing crimes or offenses, we also sent notifications to the Spokesmen for Public Finance Discipline – the President of the Supreme Chamber of Control enumerated.
– The financial results of the audit are measurable effects of our work. Amounts disbursed in violation of the law exceed PLN 345 million, he said.
As he added, “the amounts spent as a result of actions violating the law exceed PLN 136 million, and the financial benefits – almost PLN 12 million”. – Only in the last year, 5577 complaints, applications and requests for inspections were submitted to the chamber – he said. He explained that “the applicants were mainly private persons, but also MPs, senators, councilors as well as social and union organizations”.
– After their analysis, as many as 209 cases were examined and planned for use as part of the inspection – he informed.
Banaś: NIK is concerned with the further devaluation of the importance of the state budget
Banaś also announced that in 2020 NIK published and formulated 609 more post-inspection conclusions than in the previous year. He reported that the main controlled areas concerned the economic security of the state, transport, the area of ”safe, efficient and effective state” and education. – In the area of economic security of the state, NIK controlled, among others, issues related to the financial system, financial stability and the tax system – he said.
The President of the Supreme Audit Office said that “the control of the management of public debt and liquidity of public finance sector units turned out to be justified due to the increased burden on public finances caused by counteracting the epidemic”.
He also said that the Supreme Audit Office “also addressed the problem of supervision over companies related to the State Treasury, purchasing procedures conducted by these companies or the management of State Treasury real estate”, and “assessed the stability of the economy and the conditions for its development”.
On the basis of the audit, the Supreme Audit Office stated “the necessity to restore the state budget to the appropriate rank,” informed the President of the Supreme Audit Office.
He also talked about “a significant financial imbalance of the state in 2020, which was caused, inter alia, by planning and carrying out large financial operations leading to an increase in public debt, bypassing the state budget”.
