Nursing benefit 2023. How much is it? Will there be a double indexation of the nursing benefit? The Ministry of Family and Social Policy is responsible

The minimum wage will double in 2023. This is also important information for carers of people with disabilities who receive a nursing benefit. The benefit is determined in relation to the current amount of the minimum wage. Member of the Civic Coalition, Iwona Hartwich, asked if this meant that – similarly to the minimum wage – the nursing benefit in 2023 would be indexed twice. There is a response from the Ministry of Family and Social Policy.

Iwona Hartwich from the Civic Coalition addressed an interpellation to the Minister of Family and Social Policy regarding the valorization of the care benefit in 2023. As she noted the amount of the minimum wage for work in 2023 will increase twice – on January 1 and July 1.

“My office is contacted by persons receiving the indicated benefit – carers of disabled people. For them, the nursing benefit is a payment for hard and exhausting work in the form of caring for a disabled person. Since the minimum wage will double in 2023, it is also rational to increase the nursing benefit” – wrote the KO MP. Therefore, Hartwich asked whether the care benefit will be indexed twice in 2023.

Valorization of the care benefit

The nursing benefit is one of the care benefits introduced under the Act of 28 November 2003. It is addressed to people who do not take up employment or other gainful work, or resign from it in order to take care of: a person with a certificate of severe disability or a person with a certificate of disability together with indications about the need for permanent or long-term care.

Barbara Socha, Deputy Minister of Family and Social Policy, indicated in response to the interpellationthat “in the current legal status, the amount of the care benefit is subject to the process of annual indexation on the principles set out in Article 17 paragraphs 3a-3d of the Act of 28 November 2003 on family benefits”.

The above provisions provide for one indexation of the care benefit in a given year, which consists in increasing, every year from 1 January, the amount of the care benefit by the indexation index, which is the percentage increase in the minimum wage referred to in the Act of 10 October 2002 on the minimum remuneration for work (Journal of Laws of 2020, item 2207), applicable as of January 1 of the year in which the indexation is carried out, in relation to the amount of the minimum remuneration for work applicable on January 1 of the year preceding the year in which the valorization is carried out” – explained the Deputy Minister.

Nursing benefit 2023

According to Socha, this means that in 2023 the nursing benefit, after applying the above indexation mechanism, is PLN 2,458 per month. Previously, it was PLN 2,119 per month. This represents an increase of about 16%, which is also the amount that has gone up year-on-year since January minimum wage.

The deputy head of the Ministry of Labor and Social Policy pointed out that the nursing benefit will not be indexed for the second time this year. “Due to the wording of the above-mentioned applicable provisions on the rules for indexation of the care benefit, for the purpose of determining (increasing) the amount of the care benefit in force in 2023, only the amount of the minimum wage applicable from January 1, 2023 is relevant.” – she wrote in response to the KO MP’s interpellation.

“On the other hand, the increase in the minimum wage applicable from July 1, 2023 will be taken into account in the next indexation of the care benefit on January 1, 2024.” – added Barbara Socha.
