Poland and Hungary did not want to adopt them without provisions that were favorable to them, while the other countries did not agree to add new elements, informs TVN24 correspondent in Brussels Maciej Sokołowski. However, as he explains, blocking these conclusions will not change anything about the new EU regulation on migration, which is still being worked on at another level.

According to Sokołowski, Poland wanted a clear record that all decisions regarding migration regulations would be taken by unanimity, and each country would have the right of veto. Today, such regulations are adopted at the level of ministers, where it is enough to adopt them qualified majority.

“It was not possible because migration policy is based on majority voting,” said Marek Grela, a diplomat, the first Polish ambassador to the EU, and former deputy head of the Ministry of Foreign Affairs, in “Fakty po Faktach”. – The context is electoral. Chmielewska: the process of obtaining KPO has been at the same level for many months

To Poland due to reservations regarding the implementation of the so-called milestones concerning e.g. rule of law, money from the National Reconstruction Plan has still not been received. It is about a total of over EUR 35 billion in the form of subsidies and preferential loans from the EU fund for economic recovery after the pandemic.

– The process of obtaining KPO has been at the same stage for many months – said Marzena Chmielewska, deputy general director of the Confederation Lewiatan, member of the KPO monitoring committee in “Fakty po Faktach”. – We have practically ready the first application for payment – she said. She added that “the problem is that in order to send this request, we have to meet milestones related to the impartiality and independence of judges.”

– The way they were implemented is not satisfactory for the (European – ed.) Commission – she said.

KPO for Poland before the elections?

Marek Grela, when asked about the chance for Poland to obtain funds from the KPO before the elections, replied: – Absolutely not. (…) Politics is going in the opposite direction. – Saying that there will be access, that we are negotiating, that we are working, that we are changing the law, is simply not true – he said.

We’ll see what happens after the election. The credibility of the current formation is very limited in European affairs, media independence and the rule of law, he assessed. Partners, he added Poland in the European Union they see the “authoritarian state building program” being implemented in Poland and “they will not allow an authoritarian state to emerge in the center of Europe.”

– The problem concerns representatives of states and governments. The language is sharpening because they see that Poland is playing the anti-European card in the election campaign, he said. “Brussels officials are repeated, no, they are heads of state and government,” he added.

– I observe the administrative level, technical arrangements and officials are able to get along with each other. (…) The problem arises when the decisions taken below are to be accepted above, i.e. at the political level. Credibility is low here, said Marzena Chmielewska.

When asked whether Poland has a chance to receive EU funds before the elections, she denied it. – In my opinion no. “There’s just not enough time,” she added.
