As we learn from billfrom 2026, the senior voucher will be available to retirees and pensioners aged 75 and over who are unable to independently meet their needs in terms of basic activities and have descendants – kidsgrandchildren or great-grandchildren. However, the program will not cover people already in nursing homes, hospitals or hospices.
Who is the senior voucher for? Certain conditions have been agreed
What's important is that bon seniority could be entitled to it pension or senior pension with ZUSor KRUS with a care allowance, will not exceed PLN 3,500 gross (this amount will increase in subsequent years), and the income of descendants will not be able to exceed twice the minimum wage for work for a single-person household (for members of a multi-person household, it will be three times minimum wage).
If all requirements are met, the senior will receive up to PLN 2,150 in non-cash support – which he or she can only use for care services. The project emphasizes that any voucher unused in a given month will not be transferred to the next month.
The amount of the voucher depends on the assessment of the senior's level of needs
The draft act on the voucher assumes that the decision on the amount of support granted will be made on the basis of data from a special questionnaire assessing the level of unmet needs of seniors. The voucher will be awarded to people who obtain from 11 to 60 points – which will then translate into the number of hours of care paid for with the benefit.
The voucher will cover support services from four categories – meeting basic daily life needs, assistance in gaining access to health services, basic hygiene and nursing care and ensuring contacts with the environment. All services will be provided at the senior's place of residence.
