The regulation of the Ministry of Foreign Affairs on issuing visas for immigrants was a clerical error, Deputy Foreign Minister Piotr Wawrzyk said on Friday in the Sejm. In response to this, PO Secretary General Marcin Kierwiński stated that “this regulation is not a bureaucratic mistake”. – It is people like you in Polish ministries who are bureaucratic mistakes that harm Poland – he declared.

During the Friday debates of the Sejm, MPs asked about the regulation prepared by the Ministry of Foreign Affairs on issuing visas to immigrants. General secretary AFTER Marcin Kierwiński asked whether the government controls its actions and whether it considers what migration policy it pursues. – You scare and deceive Poles, and at the same time you open the labor market completely beyond any control – he said. The regulation, which, as he said, is referred to as a “clerical mistake”, he called scandalous.

– The said regulation was a bureaucratic mistake. A responsible government reacts to such situations, and therefore the regulation has been withdrawn, replied the deputy head of the Ministry of Foreign Affairs, Piotr Wawrzyk.

Kierwiński replied that “this is not serious”. He accused Wawrzyk of “not being able to say anything” and “reciting some learned formulas”. – It is not the regulation that is a clerical mistake, it is people like you in Polish ministries that are clerical mistakes that harm Poland – he added.

Draft regulation on migrants at the Ministry of Foreign Affairs

On Tuesday, government spokesman Piotr Mueller, when asked about the regulation, said that it was a technical regulation that “slightly changes the organization of the Ministry of Foreign Affairs in this regard.” – I expect that it will not be processed further, so as not to cause emotions – he said.

The draft regulation of the Ministry of Foreign Affairs on the countries where foreigners may apply for a visa by the minister competent for foreign affairs was published in June on the government’s website.

The list annexed to the proposed regulation contains 21 countries. These are: Saudi ArabiaArmenia, AzerbaijanBelarus, PhilippinesGeorgia, India, Indonesia, Iran, Qatar, Kazakhstan, Kuwait, Moldova, Nigeria, Pakistan, Thailand, Turkey, Ukraine, Uzbekistan, Vietnam and United Arab Emirates.

The justification for the draft indicates that the purpose of introducing the possibility of submitting visa applications directly to the Ministry of Foreign Affairs is to ensure “efficient service” for foreigners. Originally, this solution, as we read in the justification for the project, was applied in 2021 in relation to Belarus, “due to the existing needs and expectations”.

“In the case of these additional countries, the justification for sharing competences in the field of examining visa applications by consuls and officials of the Ministry of Foreign Affairs, acting under the authority of the Minister of Foreign Affairs, is the growing number of visa applications that foreigners want to submit abroad, with limited staff and organizational capabilities of foreign missions and the growing costs of handling these applications abroad” – the reasons for expanding the list were indicated in the justification for the project.

As indicated, the increase in the number of visa applications is related, among others, to “with increasing pressure from entities operating on the Polish market waiting for foreigners to arrive, mainly to take up work”.
