We are restoring the one-year period after which penalty points are removed from drivers – tweeted Jerzy Polaczek, former Minister of Transport and Member of Parliament of the Republic of Poland. On Tuesday, the Parliamentary Committee on Infrastructure dealt with the draft amendment to the Road Traffic Law. The project mainly concerns increasing the safety of passengers when carrying out road transport by the so-called taxis for the application. The Minister of Digitization, Janusz Cieszyński, drew attention to the tightening of penalties. – These penalties go up 25 times, it will be up to one million zlotys – he stressed.

Jerzy Polaczek former Minister of Transport and Member of Parliament Sejm of the Republic of Poland (PiS) informed on Twitter about changes to the draft amendment to the Road Traffic Law.

“We increase the safety of passengers using application journeys. We abolish the obligation to pay the registration fee. We enable the automatic return of driving licenses. We restore the one-year period after which penalty points are removed from drivers” – he announced on social media. (original spelling).

Step back on penalty points

From September 17 last year, a mechanism came into force that makes the removal of penalty points for violation of traffic regulations dependent on the settlement of the fine. In addition, points were deleted only after 2 years, and not as before for a year. Now PIS wants to go back to the previous rules and give the possibility of deleting points after a year

The September changes also abolished training, after which the number of points received by the driver was reduced. The courses were carried out by Voivodeship Road Traffic Centres. The new regulations are intended to make this possible again.

Traffic law – changes

On Tuesday, the Parliamentary Committee on Infrastructure dealt with the draft amendment to the Road Traffic Law. The draft of the novella concerns, among others, increasing the safety of passengers when carrying out road transport by the so-called taxis for the application, e.g. through better verification of the driver’s identity than before. Entrepreneurs acting as intermediaries in road transport will be obliged, among others, to: to verify drivers who perform transport, before starting cooperation and ordering the first transport – in the mode of personal appearance, including their identity (image fixation), authorizations (driving license) and no criminal record; verification of documents entitling to drive a vehicle, and in the case of Polish documents to verify their authenticity. The new regulations will also tighten the penalties for breaching the obligations provided for in the Act – both for entrepreneurs who act as intermediaries in transport and for persons performing transport. Law and Justice MP Agata Wojtyszek said at a press conference on Wednesday in the Sejm that the draft amendment is a response to the numerous crimes reported by women committed during journeys to traineeships. “I hope that the introduced act will bring good solutions and improve the safety of women” – she added. MP Piotr Król also pointed out that the aim of the draft amendment is to improve the safety of passengers of vehicles for the application.

Tightening penalties for companies offering rides on the application

Minister of Digitization Janusz Cieszyński he pointed out that the draft amendment also provides for tougher penalties. – These penalties go up 25 times, it will be up to a million zlotys. This is particularly important because the companies that could potentially pay these penalties are large, international corporations and these penalties should be adequate to their financial capabilities. Fine of 40,000 PLN is not a sufficient penalty, he said. Cieszyński emphasized that during the meeting of the infrastructure committee, the draft amendment to the Road Traffic Law was adopted almost unanimously. – I hope that this result will be maintained during the work in the plenary hall and this bill will be adopted at this sitting. It is very important to us that it enters into force as soon as possible, because the safety of passengers is a priority – he added. The project also assumes that there will be no need to pay a registration fee, e.g. for: vehicle registration; issuance of a registration certificate, temporary permit and legalized plates; conducting a technical inspection of the vehicle and reading the odometer of the vehicle after replacement.
