Pay raises for teachers. The draft changes were submitted for public consultation

A draft amendment to the regulation of the Minister of Education on the minimum rates of basic remuneration for teachers has been submitted for public consultation. According to it, the minimum salary of teachers will increase by an amount from PLN 1,167 gross to PLN 1,365 gross, depending on the level of professional promotion.

The draft amendment to the regulation was published on Friday on the website of the Government Legislation Center (RCL). Basic salary is one of the components of the so-called average salary teachers. The average remuneration of teachers at individual levels of professional promotion results from the base amount for teachers specified in the Budget Act.

Average teacher salaries. In 2024, an increase of 30 percent

In the budget act for 2024, passed by the Sejm on Thursday, the base amount was set at PLN 5,176.02, which – as noted in the justification to the draft amendment to the regulation – means an increase in average wages by 30 percent compared to the average wages applicable from January 1. 2023. At the same time, it was indicated that under the budget-related act, the average salary of a beginner teacher will be additionally increased – it will increase by 33 percent. An increase in the average salary of teachers results in an increase basic salary teachers and dependent allowances. “In the proposed regulation, the rates of the minimum basic salary for teachers have been established while maintaining the current share of the basic salary in the average salary of teachers,” we read in the justification.

Six rates of minimum basic salary

An annex to the draft regulation is a table containing six rates of the minimum basic salary for teachers. All three levels of teachers’ professional advancement are included, i.e. novice teacher, appointed teacher and certified teacher, as well as two levels of education.

According to it, the minimum basic salary of a teacher with a master’s degree and pedagogical preparation, depending on the level of professional promotion, is to increase from January 1 this year. by the amount from PLN 1,167 gross to PLN 1,365 gross. The minimum basic salary of a beginner teacher with this level of education (first grade group) from January 1 this year. is to amount to PLN 4,908 gross (an increase of PLN 1,218 gross), for a nominated teacher – PLN 5,057 gross (an increase of PLN 1,167 gross), for a certified teacher – PLN 5,915 gross (an increase of PLN 1,365 gross). Teachers with a master’s degree and pedagogical preparation constitute the largest group among teachers – over 95%. all teachers. The remaining teachers are people with a professional master’s degree but without teaching preparation, a bachelor’s degree (engineer) with teaching preparation, a bachelor’s degree (engineer) without teaching preparation, and a diploma from a teachers’ college or a foreign language teachers’ college. Teachers from these grades are to receive raises ranging from PLN 1,188 gross to PLN 1,210 gross. The minimum basic salary for a beginner teacher with this level of education (second grade group) from January 1 this year. is to amount to PLN 4,788 gross (an increase of PLN 1,188 gross), for an appointed teacher – PLN 4,910 gross (an increase of PLN 1,210 gross), for a certified teacher – PLN 5,148 gross (an increase of PLN 1,188 gross).

Some allowances for teachers will also increase

In addition to the basic salary, the minimum amount of which is determined by the Minister of Education in a regulation, teachers also receive allowances. These are set out in the Teacher’s Charter.

There are several of them: for long service, functional (resulting from performing a managerial position, for an internship supervisor, for a class teacher, advisory teacher, consultant teacher), motivational, for working conditions, for the burden of work, a jubilee award, an award from a special prize fund, additional remuneration for night work, additional annual remuneration (the so-called thirteenth remuneration), retirement and disability severance pay and severance pay for termination of employment, remuneration for overtime hours and ad hoc replacements. The amount of some allowances depends on the amount of the basic salary (e.g. internship allowance and remuneration for overtime hours) – an increase in the basic salary will automatically increase the components dependent on it. The amount of other allowances is decided by local governments in their remuneration regulations. Local governments may also award teachers a higher basic salary than specified in the regulation of the Minister of Education on minimum wages.

The increases will be equalized from January 1

The proposed amendment to the regulation is to enter into force on the day following its announcement in the Journal of Laws, with effect from January 1, 2024.

MEN reminds on its website that, in accordance with the provisions of the Teacher’s Charter Act, teacher salaries are increased no later than three months after the announcement of the Budget Act, with compensation from January 1 of a given year. “The management of the Ministry of National Education is making every effort to ensure that pay raises for teachers can be paid immediately after the signing of the budget act by the President of the Republic of Poland. Therefore, the first decisions of the Minister of Education concerned increasing teachers’ salaries,” we read on the ministry’s website.
