– It is already February, and I still have not received money – says in an interview with tvn24.pl Mrs. Idalia from Gliwice, who in September submitted an application for payment of the energy voucher. In social media, Internet users complain that there are also delays in other cities in the payments of this benefit.
Idalia from Gliwice came to the editorial office of Kontakt24. The woman informed about delays in payments of co -financing from the Energetyczny Bon program, which is one -time cash benefit for electricity for low -income households.
“An additional cash injection would be useful”
– I submitted the application on the last day of September. I quickly got information that I am meeting the criteria and I deserve a voucher. I was informed that by December the money would affect me. I was happy, finally in December there was Christmas, so an additional injection of cash would be useful – the interlocutor told at the beginning. The woman added that in December 2024 the Municipal Social Welfare Center in Gliwice contacted her and informed her about the postponement of the payment deadline.
– A lady from the center called me and told me that the payments were postponed at the end of January. Apparently they did not get money from the voivode at the time. At that time, I cursed to various Facebook groups, where the topic of the energy voucher was raised. There, other women from other cities wrote that these payments are also delayed – our interlocutor pointed out.
– It's already February and I still didn't receive my money. Maybe this is not a huge sum, because I deserve five hundred zlotys, but it's about rules – emphasized Mrs. Idalia.
In social media we read about the cases of other people. “I am waiting from Gliwice the same way. I called MOPS, they did not get money from the provincial office yet. They told me today. Immediately new applications can be submitted, and there is nothing to do with that year. This is funny” – wrote Mrs. Agnieszka .
In response to this comment, Mrs. Ewelina informed: “I also from Gliwice and I am waiting. They have money since October, I wrote with the Silesian voivode.”

Another person, Mrs. Milka, informed on one of the social groups related to the energy voucher that she was from Szczecin and also did not receive a payment from this benefit.
Climate ministry: funds for payment of benefits were transferred
The business editors of TVN24.pl contacted the Ministry of the Climate and the Environment asking whether the voivods received money for the payment of the energy voucher.
The press office told us that payments to municipalities based on the demand for voivods were held on a regular basis until the end of December 2024.
“Funds for payment of benefits were transferred to voivods on monthly tranches by the end of December 2024” – we read in correspondence.
As the ministry's press office clarified, “at present, the voivods are asking MKiŚ with applications to provide financing for the payment of funds from applications, which for various reasons did not manage to be considered in 2024, or whose payment is the result of a positive decision made by SKO ( Local Government Appeal Colleges – editor's note) in the appeal process. “
“It is not possible to pay the energy voucher”
We called the Municipal Social Welfare Center in Gliwice, which informed tvn24.pl that last year they completed 3,514 payments of the energy voucher for a total amount of PLN 1,339,799.95. And 1,039 applications are waiting for the next payments for a total amount of PLN 396 953.53.
As clarified, municipalities receive targeted subsidies from the state budget to finance the payments of the energy voucher.
“To date, the Social Welfare Center in Gliwice has not received a subsidy for the above -mentioned goal. In connection with the above, it is not possible to pay the energy voucher,” he explained in the first correspondence.
So we asked the Silesian Voivodship Office in Katowice about this matter. Iwona Matuszewska from the Voivode's office told us that “the city of Gliwice had a demand for financial resources for the payment of the power voucher in the amount of PLN 1,379,685.00 and the entire amount was launched by the voivode in October 2024”.
What about the rest of the money? “The city did not apply for an increase in the financial plan for the task in 2024” – we read in response to our correspondence.
We return to MOPS in Gliwice and ask if the remaining benefits of the energy voucher will be paid. Beata Bonk, head of the benefits department, reported to our editorial office that “every resident who was granted a benefit in the form of an energy voucher will receive the payment due”. At the same time, she explained that due to the very large number of applications, submitted in the last week of September 2024 (approx. 1.2 thousand), the process of their consideration was completed at the end of November.
“At the same time, we would like to inform you that the demand for funds from the state budget is submitted via the central statistical application (CAS), and on this basis the voivode transfers funds to the commune. The last demand for financial resources for the energy voucher was made available in CAS on 8.10.2024. For subsequent funds, i.e. for the implementation of applications, which were considered after 8.10.2024, appeared in CAS 7.02.2025 in the afternoon. – we read in correspondence with MOPS in Gliwice.
It was emphasized that “after receiving funds from a special subsidy from the Silesian voivode, the benefits would be paid immediately”.
“The implementation of the voucher was an additional task”
Our editors also contacted the Municipal Social Welfare Center in Tychy. Bożena Wiertelorz-Rosner, head of the Family Benefits Department, said that in 2024 2,173 payments of the energy voucher were made for a total amount of PLN 795,656.80. In January 2025, 462 applications were positively considered, which was applied for a subsidy to the Silesian Voivodship Office.
As she noted, 96 applications remained during administrative proceedings, which also applied for a subsidy as securing funds in the event of a positive consideration. She clarified that this applies to incomplete conclusions.
What are the delays in the payment of the benefit? We learn that 20 percent The applications submitted were received in the last week of September of the previous year, with the deadline for their submission from August 1 to September 30. The task regarding the energy voucher was carried out according to the chronology of the impact of conclusions. Bożena Wiertelorz-Rosner also emphasized that “the implementation of the voucher was an additional task, which at the same time covered itself with a new benefit period.”
As she explained, it is “the Family Benefits Act and the Maintenance Fund and the extension of the right to care benefits in connection with the amendment of certain acts regarding the above benefit, and the revaluation of the nursing benefit from January 2025.” We contacted the Municipal Social Welfare Center in Rumia and Szczecin. Until the publication of the article, we did not receive the answer to our questions.
Energy voucher – what height?
The height of the voucher depends on the number of people in the household. Single -person businesses are entitled to support in the amount of PLN 300, double and three – PLN 400, farms of four to five people will receive PLN 500, and six -person and larger – PLN 600.
If electric heating sources are used in the household, the energy voucher value will increase by 100 percent. Depending on the size of the farm, it ranges from PLN 600 to 1200.
Who can use the energy voucher?
According to the regulations, the energy voucher is entitled to every household in which the income threshold does not exceed 2.5 thousand. PLN in the case of single -man farms or 1.7 thousand PLN per person on multiplayer.
In the case of the energy voucher, however, the “zloty for PLN”, which means that the voucher is granted even after exceeding income criterionbut its value is reduced by the amount of this exceeding. The minimum amount of energy bills paid is PLN 20.
