PiS loses the vote in the Sejm. PiS spokesman announces changes in the composition of the administration and internal affairs committee

The Parliamentary Committee on Administration and Internal Affairs voted in favor of the decision on Tuesday rejection of the draft law on the state commission that would investigate Russian influence on Poland’s internal security in the years 2007-2022. Motions in this matter were submitted by: KO, Lewica i Polska 2050.

39 deputies voted on this matter, of which 20 were in favor of rejection (including Solidarna Polska MP Anna Maria Siarkowska), and 19 deputies were against rejection. Nobody abstained.

The Commission also earlier, in mid-December last year, applied for the rejection of this project. At that time, the Sejm did not agree to reject the bill.

PiS spokesman Rafał Bochenek, when asked about this issue on Wednesday at a press conference, said that “there will certainly be changes in the composition of the committee.” “We’ll talk about it at the club,” he said.

According to the spokesman of the ruling party, the draft law on the state commission for examining Russian influence is very good and the law should enter into force as soon as possible. – It should start to proceed in such a way as to examine how Russian agents operated over the last dozen or so years, because this is about the years 2007-2022 – stressed Bochenek.

Bochenek, when asked whether PiS wanted to delegate other members to this commission and whether it was specifically about changing the MP of Solidarna Polska Anna Maria Siarkowska, said that he could only say that there would be changes in the composition of the commission.

Pointing out that the fact that the MP of Solidarna Polska does not vote together with PiS on this issue shows what is happening in the ruling coalition, the PiS spokesman replied that, as far as he knows, “she is probably not the only MP of Solidarna Polska who is a member of this committee.”

– We are a broad political camp, a broad tent in which there is room for everyone, for different positions, for different voices. This is the essence of democracy. We discuss in parliament, we discuss various solutions within our political camp. There are different voices in the case of different laws, but the most important thing is that in the end we vote together and come to some kind of consensus and compromise – stressed Bochenek.

What does the PiS project assume?

Draft Act on the State Commission for the Study of Russian Influences on the Internal Security of the Republic of Poland in 2007-2022 PiS deputies submitted to the Sejm in early December. They reported that this body would operate on principles similar to those of the verification commission for Warsaw reprivatisation.

According to this draft, the committee would be composed of 9 members appointed and dismissed by the Sejm, and it would be headed by a chairman elected from among the members of the committee. Deputies’ clubs would submit candidates to the committee within two weeks of the entry into force of the regulations.

The draft indicates that the commission is to conduct proceedings aimed at clarifying the cases of “public officials or members of senior management who, in the years 2007-2022, under Russian influence, acted to the detriment of the interests of the Republic of Poland”.

The Commission is to analyze official activities, creating, duplicating, sharing information with third parties; influencing the content of administrative decisions; making harmful decisions; making declarations of will on behalf of a public authority or company; concluding contracts or disposing of public or company funds.

The decisions that this committee could take include: revoking an administrative decision issued as a result of Russian influence, issuing a ban on performing functions related to the disposal of public funds for up to 10 years, and withdrawing and banning security clearance for 10 years.
