PiS program convention. Promises and announcements

500 plus is to turn into 800 plus, free medicines will be available for people aged 65 and under 18, motorway tolls will be abolished, the National Revitalization Agency will be established – these are the proposals made by representatives of the government camp during the weekend convention “Program Law and Justice Street”. Prime Minister Mateusz Morawiecki, speaking about the state’s economic policy, assured that there would be further “simplification” of taxes. He also announced the permanent introduction of the Strategic Investment Program and the Local Investment Fund if PiS wins the election.

Over the weekend in Warsaw, a two-day convention “Programowy Street of Law and Justice” was held with the participation of the president of PiS Jarosław Kaczyński and most important politicians of the group. On the part of the PiS president, and earlier also the prime minister Mateusz Morawiecki there have been a few announcements.

On Sunday, the PiS president announced that the 500 plus child benefit will be raised to PLN 800 from the new year.

– From the new year program 500 plus it will still be the name, I suppose, remembered, but the sum will be different. It will be 800 plus – informed Kaczyński. He added that it will be a continuation and development of benefits addressed to families.

The 500 plus benefit has not been indexed since April 2016, when the Family 500 plus program was launched. As economist Alicja Defratyka calculated on Saturday, due to high inflation, 500 plus is currently worth PLN 343 in 2016 prices.

Abolition of highway tolls

The PiS president also announced the abolition of tolls for the use of motorways managed by the state, and in 2024 for private motorways or motorways managed by such companies.

– There is an issue, a little less important, but painful for many people, for car owners who drive on motorways and expressways. As far as state fees are concerned, if we manage to pass laws in due time, we will abolish them in the shortest possible time, said Kaczyński.

– When it comes to the situation where the motorways are private or at least leased, (…) we promise that within the next year we will deal with it – he added.

Free medicines for people over 65 and up to 18 years of age

Another promise is free medicines from the age of 65 and also free medicines for children and adolescents up to 18 years of age. – Free medicines from the age of 65 in a very short time, of course, this requires certain legal and budgetary solutions, but I think that it can also be said that the new year will be the beginning of this situation, but also free medicines for children and adolescents up to 18. years old – said Jarosław Kaczyński.

The president of PiS also said at the convention that “we must try to create the prospect of a great revitalization of Polish monuments, as well as entire cities.”

– Culture, which is an element of building and strengthening the spiritual strength of society and culture; which will have an international character at least to some extent, which will function more widely than only in Poland, is our very great task – said Kaczyński. – The task is also to rebuild everything that we have lost in subsequent wars – he said.

The Deputy Prime Minister, head of the Ministry of Culture, referred to these words Piotr Glinski.

“One of President Jarosław Kaczyński’s announcements for the next terms of office is a significant increase in funds for culture, including the revitalization of monuments. We have already prepared a law on the establishment of the National Revitalization Agency,” Gliński wrote on Twitter.

Announcement of further “simplification” of the tax system

Earlier, on Saturday, Prime Minister Mateusz Morawiecki announced a “simplification” of the tax system. – There is one more commitment, when I am talking about the tax system, it concerns the simplification of the system. This is something that we have not quite succeeded in and we want to simplify it. We have had successes here – it’s the PIT tax – said the head of the government during his speech.

He added that he recently asked at a meeting how long it took to complete the tax return and was told that it took between 30 seconds and 3 minutes. – Yes, just go in, check, press the button and accept – said the prime minister. – Simplification is possible, it was our government that did it. And we will continue to simplify taxes – added Morawiecki.

Permanent introduction of the Strategic Investment Programme, the Local Investment Fund

The head of the government also announced on Saturday that “if Law and Justice will be trusted by voters”, the Strategic Investment Program and the Local Investment Fund will be continued. – We will introduce these programs permanently – he declared.

According to Bank Gospodarstwa Krajowego (BGK), the Governmental Fund of Poland: The Strategic Investment Program aims to increase the scale of public investments through non-repayable co-financing of investments carried out by local government units. The program is implemented through investment promises granted by BGK.

At the end of last year, the total value of co-financing granted under the Strategic Investments Program reached PLN 63.4 billion.

In turn, the Government Local Investment Fund is a program, as stated on the website of the Chancellery of the Prime Minister, under which government funds go to communes, poviats and cities throughout Poland for investments close to people. The support is non-returnable and comes from the COVID-19 Prevention Fund.

“Lots of ideas for giving away empty money”

PiS’s proposals, including those concerning the increase of 500 plus, were commented on TVN24 by economic publicist Kazimierz Krupa from the Drawbridge law firm. He said that as a liberal, he was in favor of as much money as possible going to citizens, because they, not the state, would know best how to use it. However, he said that the mode of implementation of this change “frightens” him. – If only one rocket and two balloons landed on Polish territory, it would probably be a thousand (plus – ed.) – he said.

– There is a rule that the president can do anything, what he says is law, and the entire government and everyone has to adapt to it and find funds, money does not count – he said.

In this context, he spoke of “handing out empty, inflationary money.”

– There are no programs, no ideas on how to increase our economic attractiveness, how to increase labor productivity, (…), but there are plenty of ideas for giving away empty money coming from inflation. This is not an economic program in any way, he assessed.
