Poland – Ukraine. The government appoints a plenipotentiary for Polish-Ukrainian development cooperation

The government is creating another position of plenipotentiary – for Polish-Ukrainian development cooperation, “in particular in the area of ​​reconstruction of Ukraine”. On Friday, a regulation on this matter was published in the Journal of Laws. Currently, there are 57 items on the list of plenipotentiaries of the Government and the Prime Minister.

It concerns the regulation of the Council of Ministers on the appointment of the Government Plenipotentiary for Polish-Ukrainian development cooperation. The project was prepared by the Ministry of Development Funds and Regional Policy.

The rulers explain the need to appoint a new plenipotentiary with the need for “support Ukraine devastated by the armed conflict and ensuring effective cooperation between government administration bodies, executive agencies, associations, chambers of commerce and other national entities involved in Polish-Ukrainian development cooperation, in particular in the area of ​​reconstruction of Ukraine.

As we read in the regulation, the proxy will be “the secretary of state or the undersecretary of state in the office serving the minister responsible for regional development”. Currently, on the website of the Chancellery of the Prime Minister, we can find information on a total of 57 plenipotentiaries of the Prime Minister and the Council of Ministers. He must agree to the appointment of government representatives the Council of Ministersbecause they are appointed by its regulation; while the prime minister’s plenipotentiaries are appointed by orders of the head of government himself.

In Art. 10 of the Act on the Council of Ministers states: “The Council of Ministers may appoint a government plenipotentiary for specific matters, the transfer of which to members of the Council of Ministers is not advisable”.

What will the new attorney do?

As listed in the regulation, the duties of the new government plenipotentiary will include, among others: “supporting cooperation between government administration bodies, executive agencies, associations, chambers of commerce and other national entities involved in Polish-Ukrainian development cooperation, in particular in the area of ​​reconstruction of Ukraine”.

In addition, the plenipotentiary will conduct activities for cooperation between domestic entrepreneurs and other domestic entities involved in cooperation and foreign entities.

The Plenipotentiary will also represent the Council of Ministers in talks with the Ukrainian side regarding cooperation.

The regulation entered into force on the day of its announcement, i.e. on Friday.

Rebuilding Ukraine with the participation of Poland

In June 2022, the Ministry of Development and Technology, together with the Polish Investment and Trade Agency, launched the recruitment of Polish entrepreneurs interested in participating in Ukraine reconstruction projects. By the first days of April more than 2,100 signed up.

President Andrzej Duda at the beginning of May he said that the reconstruction of Ukraine and our participation in this reconstruction will be our next priority. – We would like to European Union and that we, in the European Union, carry out this reconstruction of Ukraine. For this we need funds, for this we need not only our cooperation with all our partners in the European Union, but also a good attitude and good functioning of European institutions in this direction – pointed out the president.

– I always say when I meet newcomers from Ukraine in our country or when I am in Ukraine: you will see, we will help you, we will support you, we are together, we will rebuild your country, we will rebuild Ukraine more beautiful than it was before the Russians attacked you – added the president Duda, noting that “who is to support Ukraine in this process, if not the European Union – its great, close neighbor”. – That is why the reconstruction of Ukraine and our participation in this reconstruction of Ukraine will be our next priority – stressed Andrzej Duda.

Government spokesman Piotr Mueller in April this year. was asked during a press conference about contracts for Polish companies for the reconstruction of public infrastructure in Ukraine in reference to President Volodymyr Zelensky’s visit to Warsaw. – I confirm that one of the first projects will be projects related to the reconstruction of public infrastructure, including in Kharkiv – said Mueller. The spokesman said details would be released “soon”.
