The National Center for Research and Development spent six million zlotys on its Brussels office, which employs five people, reports Wirtualna Polska. As much as PLN 1.7 million of this sum went to the Business & Science Poland Employers’ Association, from which the NCBR sublet the premises. The portal notes that both institutions are staffed by people associated with the president of the Republican Party, Adam Bielan.

A dozen or so days ago, the WP reported that the Employers’ Association Business & Science Poland is another institution, next to the National Center for Research and Development (NCBR), staffed by the Republican Party and its head Adam Bielan. Funds for its operations are provided by state-owned companies, including Orlen, LOT, KGHM and the Stock Exchange.

“According to official documents, only from 2019 to 2021, members of the Association transferred over PLN 24 million to his account. If the contributions did not decrease later, they could pay a total of PLN 35 million to this day,” WP writes on Monday.

According to the information provided by the portal, state-owned companies and state institutions can pay from PLN 8,000 to PLN up to PLN 360 thousand PLN per month for the work of the Brussels Employers’ Association Business & Science Poland.

NCRD and ZP BSP share one office in Brussels. NCBR pays for 1/3 of the office. “In 2022, it sent PLN 1.7 million for this purpose – and paid for 3 years in advance” – we read in the article.

“The union, which receives tens of millions of zlotys from contributions from state-owned companies, is therefore additionally supported by a state institution. And – as we have established – the office in Brussels has been rented by ZP BSP for 9 years” – added.

According to Agnieszka Pomaska and Dariusz Joński from the Civic Coalition, six people work in the Brussels office of ZP BSP. When opposition politicians came to the office, it was empty. Five people work in the NCBiR office.

In 2022, the NCBR spent a total of PLN 6 million on the Brussels branch. This amount includes the cost of subletting the premises from ZP BSP, but also utilities (administrative fees are settled quarterly with BSP), employee salaries, office supplies, promotion and business trips.

Journalists wonder why the National Center for Research and Development has a branch in Brussels at all. “NCBR operates an office in Brussels on the basis of an order received in 2019 from the Ministry of Science and Higher Education. The office supports public entities” – wrote the NCBR in response to Wirtualna Polska’s questions.
