In the presidential campaign, PiS politicians score the candidate of PO RafaĆ Trzaskowski for “not honest”. Because Warsaw joined the C40 Cities organization, and this – according to them – entails a number of limits and prohibitions that Trzaskowski does not talk about in the campaign. How is it really?
In the presidential campaign, the opposition has already refreshed its own Faszywy message from two years ago about the fact that the European Union wants to impose “food from worms instead of meat and dairy products on Poles. Now it resembles the matter of Warsaw's belonging to the C40 CITIES association – showing how allegedly the president of the capital RafaĆ Trzaskowski decided to impose many restrictions on its residents. This is to be a warning to voters in the May elections that the same restrictions can meet the whole country if Trzaskowski won.
And so in January 2025 Ćukasz Rzepecki, adviser to President Andrzej Duda, warned that belonging to C40 Cities means a limit of three pieces of new clothing for a year, a ban on moving combustion cars or a ban on food and sausages. We verified it then in the concrete24. Now opposition politicians are recording and publishing recordings about C40 Cities on the network, disseminating the message about alleged bans and resemble RafaĆ Trzaskowski's statement From the Polish campus from August 2022: “I will not only talk about what we will do, only we are simply some of these things in Warsaw. Now. As for the issues of climate neutrality: the only city in Poland that said that 2050 one hundred percent – I know that it is not as ambitious as we would like, but in Poland no one said it, and we are preparing for it, and we are preparing for this step by step. Ambitious, when it comes to the fight against climate insulation.

Opposition: “This is what Trzaskowski wants”, “What does he really think?”
“Do you know what Trzaskowski wants to prohibit? Take care of it,” says Sovereign Poland MP published in the network Marcin WarchoĆshowing a fragment from the campus. “C40 is an international organization of cities, including Warsaw,” continues to warchoĆ and assesses: “They want to destroy our world in the name of absurd ecoidei. And now beware. It will be the best. They want to prohibit eating meat, cheese, butter and drinking milk. They want to ban cars. You will be able to buy only three pieces of clothes a year. And by plane PolecieĆ only once every three years. This is what Trzaskowski wants ” – he sums up.
“How do you think RafaĆ Trzaskowski is honest” – asks PiS MP in his recording PaweĆ JabĆoĆski. “Now, if he wants to win the election and tell absolutely everything he can give him votes? Or a few years ago, when he said what he really thinks? Do you remember this organization C40, which wants to prohibit food, milk, travel by car, plane? It was RafaĆ Trzaskowski who implemented her goals and said that he would do it even faster. So think if he is telling the truth now? Did he tell the truth when he could say what he really thinks? “Asks JabĆoĆski.
Opposition politicians are recording movies about C40 Cities, claiming that Trzaskowski supports some alleged bans x.com
“RafaĆ Trzaskowski was one of the popularizers of such a declaration, which is called C40. Today he is trying to forget about it very much. Among other things, because there was a postulate in such a progressive version that there was such a postulate that at all to make the consumption of dairy and meat (…) Piotr MuellerPiS MEP. And PiS MP MaĆgorzata GoliĆska He says that C40 is “an idea that in an ambitious version to lead to a complete exclusion of the possibility of eating dairy and meat.” Meanwhile – here the MP emphasizes the hypocrisy of the PO candidate – RafaĆ Trzaskowski praises Polish flavors, including Polish sausages.
To this choir – and strengthening the narrative that Trzaskowski is saying something different and plans something else – she recently joined Confederation. On her account on Platform X reads that the President of Warsaw “supported the sick C40 CITIES declaration, which assumes restrictions on meat, dairy products, planes or cars for citizens“.
Only that the message that the C40 declaration introduced the purchase limits of new clothes, forbidding the navigation of combustion cars and food and sausages is simply false. It is not for the first time that politicians use it for political disinformation.
What is the C40 cities and as it was once scared
Warsaw, whose president is currently RafaĆ Trzaskowski, indeed since 2007 he belongs to the International Association C40 Cities Climate Leadership Group (C40 Cities). Its purpose is to counteract the climate crisis. Currently, the association belongs Nearly 100 cities from around the world. Next to Warsaw, these are: Athens, Barcelona, ââWashington, Santiago, Beijing and Bangkok.
Presidents and mayors of the cities of C40 Cities – including President Trzaskowski – met At the top of Buenos Aires in October 2022. The alleged bans and restrictions, which were to result from the “C40 declaration”, have been repeated for almost two years and … have already been repeatedly denied.
About C40 Cities in Poland became loud in February 2023. It was then that he gained a false message that the Warsaw authorities were to prohibit the food of meat and dairy products or having their own cars. It was also threatened that in the name of the purposes adopted by C40 Cities, including Limits for the purchase of new clothes – three pieces per person or flight by plane – one in three years. The transmission was then reproduced by politicians of the ruling United Right (Law and Justice, Sovereign Poland) – CO We verified in Zasta24 in February 2023.
The old report from 2019 entitled “The Future of Urban Consumption in A 1.5 ° C World” (in Polish “the future of urban consumption in the world [wzrostu temperatury o] 1.5 degrees Celsius. ” archival version from July 10, 2023. It was prepared together by C40 Cities, ARUP design office and scientists from the University of Leeds in Great Britain.
According to the authors of the report, consumption in cities is a key factor that not only drives the economy, but also global greenhouse gas emissions. The document only presents recommendations, the introduction of which – according to the authors – can stop global warming at a level lower by 1.5 degrees Celsius in relation to the pre -Industrial Age – specified in Paris Agreement of 2015.
Increasing the global temperature by more than 1.5 degrees Celsius above the level before the pre -industrial era will mean deepening climate change, such as heat waves, water shortages in sensitive regions, loss of almost all coral reefs, a decrease in food production and an increase in world sea level – he explains Science -heating..p.l.
Objective recommendations for consumption limitations
Recommendations in the C40 CITIES report concerned the limitation of consumption in six categories: clothing and textiles; buildings and infrastructure; food; private transport; aviation; electronics and household appliances.
Contrary to popular messages These are not obligatory recommendations. In February 2023, the portal informed about what the recommendations of the C40 Cities report mean in February 2023 Smog.pl. Then Rolf Rosenkranz from the Communication Department C40 Cities in a commentary for the portal explained: “In relation to 'ambitious goals' for 2030, the report states: it is not recommended to who wholesale these goals in the c40 cities are not recommended. They are mentioned to provide a set of reference points for cities. They can be taken into account by considering various alternatives of emissions and long -term visions of a given city“(thickening from the editor).
In the conclusions of the report, it was emphasized that the implementation of many recommendations contained in them is based not only on the decisions of the city authorities or governments themselves, but also on individual activities. “Ultimately, units decide what they eat and what shopping they do to avoid wasting food in households. It is also every unit that decides how many new clothes to buy, do you have and drive a private car, how many times to fly by plane” – we read in the report (thickening from the editor).
February 14, 2023, or over half a year after appearing at Campus Polska, Trzaskowski on Facebook He explained that the report “was not commissioned by the capital city of Warsaw and was not consulted with us.” Four days later at a press conference yes denied False messages: “There will be no restrictions. Warsaw did not make any obligations.” He added that “recommendations from four years ago not related to Warsaw”.
Clothing, combustion cars, dairy products and sausages. What does the C40 Cities report say about them?
We checked what we find in the C40 CITIES report about clothing, internal combustion cars, sausages and dairy products, which was raised in the past and reinforced right -wing politicians.
In the category Clothing and textiles The authors of the report simply recommend city residents to limit the number of clothes purchased. In the basic scenario they presented, one person should limit the purchase of clothes to eight pieces a year, and in an ambitious scenario – to three pieces (p. 82).
According to scientists, such a limitation of the purchase of clothing would be good for both the pockets of the inhabitants and the climate. It would mean savings of $ 93 billion a year and $ 15.5 thousand per person in 20 years (p. 103), but above all a reduction in the emissions of harmful substances by 39 percent. In view of the level of 2017 (p. 20).
When it comes to carsthe report is recommended to reduce their number to at least 190 pieces per thousand city inhabitants. In an ambitious variant to zero (pp. 84â87). The authors recommend not only reducing the number of cars held, but also to extend their service life and improve material efficiency.
In a 68-page document word “meat“(Meat) appears 10 times – always in the context of the benefits that may arise when we limit its consumption. There are no wording regarding the prohibition of consuming or producing meat (ban, prohibit) – it is about limiting its consumption. So we read that limiting the amount of red meat in the diet can reduce the number of deaths in the C40 Group cities by 160-170 thousand per year; The reduction of meat consumption to 16 kg/person, together with the reduction of the consumption of dairy products and a reduction in the amount of waste, according to the authors of the report would reduce in 2030 harmful emissions by 36 percent. compared to 2017.
Limiting meat consumption to 16 kg per person annually specify the report as a progressive purpose. They write more often about less meat consumption, although they also draw an ambitious scenario in which city residents will give up eating meat. Then, in their opinion, a reduction could be reduced by a 60 percent. harmful emissions caused by the production and consumption of food. There is a reservation: “If the C40 cities change their consumer eating habits”.
The situation is similar in terms of dairy (Dairy). In the report, this word appears eight times and always in the context of the benefits of limiting dairy products. The progressive goal would be to reduce the consumption of dairy products to 90 kg per person a year. The ambitious scenario assumes a complete departure from dairy products. “Reducing the consumption of dairy would reduce fresh water consumption by 19 billion m3 per year and reduce land consumption by 460 billion m2 per year (which corresponds to the area of ââSpain or 32 billion trees)” – the authors of the report estimate.
