Deputy Minister of State Asset Zbigniew Ziejewski decided to resign from his function – said Deputy Prime Minister and head of PSL Władysław Kosiniak -Kamysz on Thursday evening. Wirtualna Polska previously reported that Ziejewski became a deputy minister, despite the fact that he has several final judgments.
“After talking to me, the deputy minister of state assets Zbigniew Ziejewski decided to resign from his function” – wrote Kosiniak -Kamysz on Platform X.
Zbigniew Ziejewski, who is a member of the Supreme Council of the Polish People's Party and vice president of the party in the Warmian-Masurian Voivodeship, in 2023 took the position of secretary of state in the Ministry of State Asset.
According to a journalist of Wirtualna Polska Szymon Jadczak, the politician “entered the government, although he has several final judgments, including for using forged invoices or the non -contractual use of state land.”
The WP portal indicated that Ziejewski in MAP was primarily responsible for state -owned companies from the agricultural and food sectors. According to the Polish Army, he is also indirectly subject to the National Agricultural Support Center (KOWR), i.e. an executive agency established, among others, to manage agricultural property of the Treasury. The portal noted that formally KOWR is subject to the Ministry of Agriculture and Rural Development, but in the scope of creating new companies by the Agency or buying shares in existing ones, it remains under the supervision of Ziejewski.
Wirtualna Polska wrote that the deputy minister is leasing from KOWR “hundreds of hectares of land”, and also with him “court disputes for non-contractual use of subsequent hectares and devastation of others”. “It's hard to find a more bright example of a conflict of interest,” we read.
The portal described the “controversial matters” of Ziejewsky, which, as we read, mostly ended with convicting judgments. WP noted that some of them were blurred.
Ziejewski's affairs
One of the cases ended with a final judgment, according to the portal, concerns the use of forged invoices. According to the Polish Army in 1998, Ziejewski ordered an accountant to issue 17 invoices for the works that his previous company Agro was to be carried out for the new – Ziemar. In total, the invoices were to be PLN 153 thousand. The portal wrote that the first company did not exist at the time.
According to WP, the case ended in 2007, because the process was repeated three times. According to the portal, the court decided that Ziejewski did not fraud, but used invoices forged by his accountant and former partner. “The court stated that the politician acted to achieve financial benefits, but not to extort money,” we read. Ziejewski was sentenced to a fine of PLN 5,000.
WP also described a case in which the court decided that Ziejewski was intentionally acting to the detriment of the company “Danko” plant breeding and sentenced him legally in October 2012 to a fine of PLN 500. As the portal pointed out, “Danko” plant breeding is one of the companies subordinate to Ziejewski as a deputy minister of state assets.
Another of the affairs described by WP relates to the storage of waste from the construction of the New Town of Lubawski beltway, which was conducted by Porr. According to the Polish Army, when the construction of the beltway began in the spring of 2019, Porr began to drop the land, debris and stones to the plot leased by the policy.
The portal wrote that one of the farmers alerted KOWR about it, and the control confirmed the illegal storage of waste from construction. KOWR officials “demanded from Ziejewski and his company the removal of waste”.
According to WP, the court “decided that Ziejewski and his company are responsible for the creation of an illegal landfill and were to remove waste at their own expense”, but the politician or his company “did not remove the waste, but decided to continue to fight in court.” The portal wrote that on March 11, 2025 Supreme Administrative Court He was to consider a cassation appeal against the judgment from Olsztyn, but the publication of the decision was postponed until March 18.

Another matter concerns non -contractual use of land. WP wrote that in May 2020 the lease of the 240-hectare farm of Tylice expired, whose honor constituted 10.5 ha devastated by waste. Ziejewski and his company Ziemar leased a 240-hectare farm from the state in 2000 for 20 years. As the portal added, the politician did not intend to give away the land.
As described by the Polish Army to avoid penalties calculated by officials, on November 30, 2020, Ziejewski “sold the Ziemar Agro-Nasione company he controlled the right to wheat yield and rapeseed sown in Tylice.” In July 2021, KOWR was to regain the land and transfer it to the “Nowe Jankowice” horse studs subordinate to himself. These, in turn, “sold wheat and rapeseed to Ziemar.”
“A year later, Ziejewski stated that his company Ziemar Agro-Nasiona was injured by Kowr and filed a lawsuit against this institution, demanding a return of expenditure incurred in connection with crops. And in 2023 the court agreed with Ziejewski. KOWR had to pay Ziemar Agro-Nasion PLN 784 thousand”-we read in the publication of the Polish Army.
In turn, in 2022 Korw, as the portal wrote, sued Ziemar Agro-Nasion by PLN 1.15 million for non-contractual use of land in Tylice. This process continues.
Wirtualna Polska wrote that KOWR also sued Ziejewski's second company, i.e. Ziemar by PLN 900,000 for non -contractual use of land in Tylice. I read, the court encouraged the parties to mediation, but the representative of the KOWR in July 2022 refused and tried. The portal pointed out that the situation changed after the change of government in 2023 and the management of KOWR.
As he wrote, in the spring of 2024 a representative of KOWR “, however, agreed to mediation and on October 14, 2024, the parties concluded a settlement.” “And Kowr no longer wants almost a million zlotys from Ziemar. It is enough to 4477 zlotys and 18 groszy of overdue rent for the lease of land for one month. The parties also stated that Ziejewski's Ziejewski did not use the property after November 29, 2020 and they waive all claims against himself” – we read.
MAP spokesman: We did not know about court cases or sentences
A spokesman for the Ministry of State Asset informed the Polish Army that the ministry at the time of the nomination for Ziejewski did not know about his current court cases or penalty judgments from the past.
The ministry reported that the ordinance of the Minister of State Asset will be changed immediately regarding the establishment of the division of competences, and as a result of this change, Deputy Minister Ziejewski could not exercise his rights to KOWR on behalf of the minister.
Even before his resignation, Ziejewski told the portal that “as the Secretary of State in the Ministry of State Asset, as part of his duties, he cooperates only to the necessary extent with Kowr.”
As WP wrote, the deputy minister did not answer questions about his penalty sentences, and when asked about trials about his company, he stated that “Ziemar is a separate legal person who is entitled to defend both his interests and a good name in court.”
Tusk: I will check if information on Deputy Minister Ziejewski is disqualifying
The prime minister was also asked about the Ziejewski case during the conference after arrival of Ankara Donald Tusk. He said that so far after arriving at the visit to Turkey He only received brief information about “doubts” in the Ziejewski case.
He announced that he would personally deal with this matter. – I mean, I will check what this information is about and whether they are disqualifying for the deputy minister. I do not have a ready answer at the moment, but he will have such a very fast answer and of course I will pass it on – added the head of government.
