Public media. TVP, Polskie Radio, PAP – decision to go into liquidation. Adam Szłapka, Minister for European Union Affairs, comments

I think that from the point of view of millions of Poles, it is surprising that the president took millions of Poles hostage for the purposes of the current political game – this is how Adam Szłapka from the Civic Coalition, Minister for European Union Affairs, commented on the president’s veto in “Kropka nad i” on TVN24 budget-related act. He stated that the president, when making such a decision, foresaw that he was opening the “only possibility” of the scenario used by Minister of Culture Bartłomiej Sienkiewicz, i.e. liquidation of TVP, Polskie Radio and PAP.

President Andrzej Duda announced on December 23 that he had vetoed the budget-related act for 2024. He justified his decision with recent changes in public media – he considered them unconstitutional. The vetoed act included, among others: the possibility of transferring PLN 3 billion to public media, as well as mechanisms thanks to which it will be possible to increase the salaries of teachers from January 1, 2024 by 30 percent, and in the case of beginner teachers by 33 percent, as well as an increase in the salaries of uniformed services employees.

On Wednesday, the Ministry of Culture announced that the Minister of Culture and National Heritage Bartłomiej Sienkiewicz “due to the president’s decision to suspend financing of public media” decided to put into liquidation the companies Telewizja Polska, Polskie Radio and Polish Press Agency.

Szłapka: the president took millions of Poles hostage

Adam Szłapka from the Civic Coalition club, chairman of Nowoczesna and minister for the European Union, spoke about this matter in “Kropka nad i” on TVN24.

– Unfortunately, over the last eight years, public media have been destroyed, plowed under, and absolutely partisan media have been created. And now this situation needs to be rectified. I trust Minister Sienkiewicz, who knows what he is doing and is prepared for it, he said.

According to Szłapka, the president’s veto gave Sienkiewicz no other option than to put these companies into liquidation. In his opinion, when making such a decision, the president anticipated that it would open “the only possibility of applying the scenario used by Minister Sienkiewicz.”

– I understand that the president comes from a different political environment, I understand that he was a candidate PiS in both elections (presidential – ed.). However, I think that it is surprising from the point of view of millions of Poles that the president, for the purposes of the current political game, has taken hostage millions of Poles, primarily teachers, but also administration employees who expect these increases – Szłapka continued.

– I think that this decision will have a great impact on how millions of Poles evaluate President Andrzej Duda – he added.

– The first signals from the president, also for example during the swearing-in (of the government – editor), gave a chance that the president would be willing to cooperate in these most important matters. It seems to me, and I am sure, that pay raises for teachers are exactly the kind of issue in which the president should cooperate. And it also seemed to me that he would be happy to sign such a bill. He made a different decision, we will deal with it – declared the guest of “Kropka nad i”.

Szłapka: the government reacted very quickly to the president’s decision

The TVN24 guest also referred to the fact that the president, in a letter submitted together with his draft budget-related act for 2024, asked the Speaker of the Sejm Szymon Hołownia for the Members of Parliament to commence legislative work as urgently as possible and for the adoption of the Act. Hołownia replied that “the Sejm will work in accordance with the schedule adopted by all political forces.”

– In mature democracies, there is legislative power and there is executive power. We have our schedule. Mr. President made a decision that, in my opinion, was harmful from the overall point of view legislative process, because there is no point in delaying. But the government reacted very quickly, a law has already been prepared that will clarify all these matters, commented Szłapka.

The Minister for European Union Affairs also talked about what will happen next with the KPO money for Poland.

– The application for the first tranche was submitted on December 15. This is an application for the first payment of funds – almost seven billion euros. It really took us a lot of work to submit this application, because the government was sworn in on December 13, and we submitted this application on December 15, he said.

He added that “now the European Commission has two months to assess this application.” – Of course, we are constantly working on it to meet all the requirements. And at the same time, the Minister (of funds and regional policy – ed.) Pełczyńska-Nałęcz is already preparing further applications – he added.
