RARS and aggregates. A big order from a government agency. “I don't remember such details”

We bought everything we could in Europe, but we also went further. There is no scandal – this is how Michał Kuczmierowski, former president of the Government Agency of Strategic Reserves, explains the large order for power generators received by Paweł Szopa's Red is Bad clothing company.

The Onet portal wrote on Monday that “during the PiS era, the authorities concluded a kind of alliance with the creator of the Red is Bad clothing brand, Paweł Szopa, to siphon off public money on an unprecedented scale,” and “for (former Prime Minister Mateusz) Morawiecki's team, the entrepreneur became a supplier everything from protective equipment in a pandemic to generators in war.” According to the portal, in just three years Szopa's accounts received transfers worth half a billion zlotys, and he received orders from the Government Agency of Strategic Reserves without a tender. The case has been investigated by the Rzeszów delegation since the middle of last year CBAand the offices of RARS and the entrepreneur's companies were searched in December.

PLN 350 million for one supplier

In an interview with “Dziennik Gazeta Prawna”, Michał Kuczmierowski, president of the Government Agency of Strategic Reserves in 2020-2024, answered the question why Paweł Szopa, the owner of a clothing company, was involved in the supply of power generators to Ukraine for over PLN 350 million, he pointed out that “demand was very high at that time and supply was limited.” – That is why, in addition to companies that trade in generators on a daily basis, we turned to entities importing from Asia, including: to the company of the owner of Red is Bad, who has already demonstrated efficient deliveries with China – he said.

The former president of RARS indicated that requests for proposals were sent to 17 companies and each of them presented prices and delivery dates – key parameters for the order.

– In total, we signed contracts with nine companies for over PLN 500 million. We bought everything we could in Europe, but we also reached further – said Kuczmierowski. When asked what companies these were and how much faster and cheaper Paweł Szopa's offer was, he replied that “he doesn't remember such details, this procedure took place a year and a half ago.”

“We have no way of checking how much anyone benefited from it.”

The former president of RARS said that Paweł Szopa “was one of the people who actively supported us during the pandemic, then he sent a lot of offers for personal protective equipment, he had good contacts in Chinese factories. We had good experience, his deliveries were attractively priced and were delivered on time.” .

Kuczmierowski, when asked whether he saw a problem that a person associated with the government was able to earn several dozen million zlotys on orders from a government agency, said that he had no knowledge of “how much and who earned it.”

– We had access to the offers of individual companies and analyzed prices and deadlines. We have no way of checking how much anyone benefited from it. If we choose the best and rational offers, I have nothing to complain about. However, it seems to me that reports of horrendous margins are exaggerated and such a possibility was not possible – he said, emphasizing that the purchase cost also includes the cost of air transport, customs insurance, bank guarantees and two-year service.

– We have always verified the credibility of bidders and, in order to reduce the risks for the State Treasury, we have introduced, among others: mechanism of bank guarantees and bills of exchange. Let me remind you that Supreme Chamber of Controlwhich has inspected RARS several times, did not raise any major objections to us – said Kuczmierowski.

“I don't remember the CBA's objections”

When asked how the negative verifications of the Central Anticorruption Bureau relate to RARS verification procedures, he replied: – We, as RARS, have repeatedly asked the CBA to verify individual partners. If there were any objections, we checked what they were about, because our priority was to import goods in a crisis situation. And to additionally protect ourselves, we have introduced appropriate safeguards that allow for the recovery of advance payments in the event of failure to complete the order. At the same time, I do not recall the CBA's reservations about this bidder at that time.

– All units ordered at market prices arrived in Poland, were settled and distributed in Ukraine. The EU target has been achieved. So there is no question of any scandal – said Michał Kuczmierowski.

At the same time, on Wednesday, Onet wrote that in addition to Paweł Szopa, the creator of the Red is Bad clothing brand, the StoPro event agency owned by Dominik Basior also received an order to supply power generators to Ukraine. “In 2019, this company worked on the election campaign of Mateusz Morawiecki, and according to the CBA, last year for the president of the Government Agency of Strategic Reserves, Michał Kuczmierowski, who was fighting for a parliamentary seat,” the portal wrote.

According to Onet, the units for the purchase of which the agency transferred almost PLN 92 million to Basiora's company never reached Ukraine. However, they were distributed as part of last year's Law and Justice campaign.
