Shortly after the conclusion of the parliamentary education committee on the dismissal of Minister Przemysław Czarnek, his spokeswoman informed that the ministry was preparing changes regarding the so-called accumulation of age groups. This would concern the time and place of work of teachers. – This means an obvious deterioration in the quality of education – comments Sławomir Wittkowicz from the Trade Unions Forum.

We have been writing at tvn24.pl for many months about the fact that recruitment for secondary schools for the 2023/2024 school year will be extremely hot. More than half a million teenagers will apply for places in high schools, technical and trade schools, almost 200,000 more than in the standard year. This is the effect of the so-called accumulation of age groups, which occurred as a result of the imposition of two reforms – lowering the school age to six (during the rule of PO-PSL) and the liquidation of lower secondary schools (carried out by Minister Anna Zalewska).


Minister on this matter Przemyslaw Czarnek So far, he has either cooled the mood by ensuring that there are enough places for all graduates of primary schools, or reminded in interviews that providing these places is the task of local governments.

On Wednesday, April 12 – several minutes after the end of the parliamentary education committee, which she dealt with the motion for a vote of no confidence in Minister Czarnek – his press spokeswoman Adrianna Całus-Polak informed via social media that the minister, however, plans actions in connection with the accumulation of vintages.

Całus-Polak wrote that a “communication regarding the proposed changes in the working hours of teachers and the location of teaching places” appeared on the ministry’s website.

The Ministry proposes to introduce two temporary – because only for the 2023/2024 school year – changes that are not so much to make it easier to accommodate students in educational institutions, but to ensure that there will be someone to teach them.

Even more hours

The Ministry of Education and Science proposes to introduce the possibility of assigning teachers (with their consent) overtime hours in a higher number than today specified in the Teacher’s Charter. The official announcement stated: “This solution is in line with the expectations of local government units presented as part of the work of the Joint Government and Local Government Commission.”

Local government officials have been claiming for a long time that they lack teachers. Renata Kaznowska, Deputy Mayor of Warsaw, she told us at the end of March: – At present, we have nearly 800 vacancies for over eight thousand teachers in secondary schools and over 700 people working part-time.

One and a half hours is the current limit of hours at the blackboard for a teacher, with the exception of Polish language teachers who work with refugees from Ukraine. For them, this limit has been raised to two full-time jobs. The proposal of the Ministry of Education and Science opens the possibility for teachers of other subjects to work above the norm. This may be crucial in techniques where the number of overtime hours has been the highest so far and averaged more than 4.

– This is short-term thinking – comments Sławomir Wittkowicz from the Forum of Trade Unions.

– It is in line with the thinking of local governments that are looking for savings and are trying to deal with this situation somehow, but it is completely inconsistent with the interests of teachers. I don’t think teachers should agree to this. This means an obvious deterioration in the quality of education. A man working for, for example, 36 teaching hours will not be able to provide the same quality of work as with 6 pm. The Ministry, focusing on overtime hours, will again prove that teachers can work more. Because the ministry has not been concerned about the quality of education for a long time – he emphasizes.


In several locations

The MEiN also proposes the introduction of provisions to facilitate conducting classes with young people in additional locations. It is about conducting “didactic, upbringing and care classes, organizationally subordinated to the listed schools run by local government units”.


Finally, the Ministry of Education and Science explains: “Bearing in mind that in the 2024/2025 school year the number of secondary school students will be at a level comparable to the number of these students in the 2021/2022 school year, it is planned to introduce the proposed solutions only for the 2023/2024 school year – explains MEiN.
