Revolution on the streets. Ministry: analyzes are ongoing

There will be new guidelines for the organization of road traffic using traffic lights. They are prepared by the Road and Bridge Research Institute – informed the Ministry of Infrastructure. The so-called second hands will also be analyzed, it added.

“The Secretariat of the National Road Safety Council commissioned the development of guidelines for road traffic organization using traffic lights as a tool to improve road safety. This task is carried out by the Road and Bridge Research Institute,” the Ministry of Infrastructure informed PAP.

The ministry clarified that the study will include an analysis of the applicable regulations regarding the organization of road traffic using traffic lights and confronting them with the latest knowledge and practice and drawing conclusions.

Then, proposals are to be formulated for requirements that should be included in the regulation on detailed technical conditions for road signs and signals, as well as road safety devices and the conditions for their placement on roads, and – as indicated – possibly in other regulations.

In addition, “patterns and standards” will be developed regarding detailed conditions for the location of road signals in the road.

According to information from the ministry the analysis will also cover the so-called secondswhich display the time remaining until the traffic lights change color.

MI noted that since 2017, the regulations allow the use of such displays in traffic management along with fixed-time traffic lights. “The decision to apply these solutions will be made by the competent road traffic management authority,” the ministry said.

As mentioned at the meeting of the Parliamentary Infrastructure Committee on November 7, 2024, the Ministry of Infrastructure did not conduct analyzes regarding time displays. As Stanisław Bukowiec, the deputy head of MI, informed at that time, only a few fixed-time traffic lights equipped with time displays were used on national roads managed by the General Director of National Roads and Motorways, where traffic management is supervised by the ministry.

“The Ministry of Infrastructure constantly assesses existing legal solutions in the above-mentioned area, and the opinions and suggestions submitted by interested entities are taken into account during analytical work aimed at changing existing or introducing new solutions,” the Ministry of Infrastructure emphasized in its position.
