Reaction in Kiev

According to Russian authorities, the cause of the building's collapse was a Ukrainian attack. Gladkov announced that the building was “hit by a missile.” According to the Russian Ministry of Defense, the building was hit not by a missile, but by fragments of the Ukrainian Tochka-U missile shot down by the air defense forces.

The independent Russian-language television Nastoyashchee Vremya reported that “it is still unknown what led to the collapse of the facility.” In the border town of Belgorod, an air alarm was sounded five times since Sunday morning.

Representative of the National Security and Defense Council Ukraine Andriy Kovalenko said that the destruction of a staircase in a building in Belgorod “may be a provocation on the part of the Russian aggressor.” According to him, the Ukrainians' accusations about the attack are untrue.
