Russia. Independent media: President Vladimir Putin’s arrest warrant surprised the Kremlin

The decision of the International Criminal Court to issue an arrest warrant for Russian President Vladimir Putin came as a surprise to the Kremlin, the independent Meduza portal reported, citing sources from the Russian administration’s environment. The authorities in Moscow do not fully know how to “ensure security” for the president in the new conditions, the sources add.

Sources of the independent Meduza website close to the president’s administration claim that the decision of the International Criminal Court was welcomed by the Kremlin as the “most unexpected step” of the West. The interlocutors claim that the administration was not prepared for such a situation.

In 2023, the Kremlin wanted to promote (including for internal use) the image of Putin as “fighting with the West”, “a defender of Latin American and African countries against colonial oppression” and “one of the main leaders of the multipolar world.” However, to promote such an image, foreign trips are needed, which are now restricted for Putin due to the arrest warrant issued by the ICC.

Theoretically, Putin can be detained on an arrest warrant in 123 countries. Meduza’s sources emphasize that for the time being the Kremlin does not fully know how to “ensure security” of the president in the new conditions.

One of the portal’s interlocutors pointed out that even the countries of the Commonwealth of Independent States cease to be a safe space for Putin. Among the countries that have ratified the Rome Status of the ICC, there is, for example, Tajikistan. However, the Kremlin doubts that any of the former Soviet Union countries decided to arrest the president Russiabut – as the source pointed out – there is always a certain probability.

According to sources, Putin will not be detained because he will not travel to countries where there is even a minimal risk of arrest.

Putin’s arrest warrant

On Friday International Criminal Court issued a warrant for the arrest of the Russian president. The judges agreed with the prosecutor’s request, finding that there are real grounds to believe that Putin is responsible for war crimes involving the unlawful deportation of children from the occupied territories Ukraine to Russia.
