Vladimir Putin met on Thursday with the governor of the Tula region, Alexei Dyumin, who is associated with the Wagnerites. The Russian president was briefed on the oblast's contribution to a full-scale invasion of Ukraine.

The ISW report emphasized that Vladimir Putin probably deliberately publicized his meeting with the governor of the Tula Oblast after the arrest of Russian Deputy Defense Minister Timur Ivanov, deputy Sergei Shoiguto “punish the Ministry of Defense headed by him for failing to achieve the Kremlin's military goals”. Confidential Russian sources even speculate that Dyumin may be appointed to a new position related to the Russian defense industry.

According to reports, Shoigu was said to have had close relations with Ivanov, and his arrest and the sudden appearance of Alexei Dyumin and his attempt to return to the Russian dictator's favor may indicate that “The Kremlin is dissatisfied with Shoigu's attitude”.

Another Russian source cited by analysts indicates that the Russian Defense Minister, in response to the arrest of his deputy, strongly criticized, among others, Minister of Industry and Trade Denis Manturov and Deputy Chairman of the Security Council of Russia Dmitry Medvedev.

“Putin's meeting with Dyumin suggests that Putin is probably the responsible decision maker for Ivanov's arrest” – experts pointed out. Moreover, ISW believes that the president Russia he regularly changes officials and military commanders who are in his favor, “hoping to encourage various factions to achieve his goals.”
