Popov’s recording was published, among others (on the Telegram channel), by a deputy of the Russian State Duma (lower house of the Russian parliament), Andrei Guruliev, a member of the defense committee.

Popov said that after his criticism, the “senior leadership” apparently “sense some danger in him”, so they quickly, in just one day, “fabricated” the order, which was signed by the defense minister Sergei Shoigu. The point, he said, was “to get rid of him quickly.”
