S74 road. GDDKiA signed an agreement with the Chinese company Stecol Corporation for the construction of the S74 section


The contract for the design and construction of the nearly 30-kilometer section of S74 from the border of the Łódź and Świętokrzyskie Voivodeships to Mniów was signed on Friday in Jacentów by the General Directorate for National Roads and Motorways (GDDKiA). The contract concluded with Stecol Corporation is worth approximately PLN 1 billion.

In the tender to select the contractor for this section, 10 offers were received. All of them were within the assumed budget, which amounted to approximately PLN 1.3 billion. The most advantageous offer, worth approximately PLN 1 billion, was submitted by Stecol Corporation, and a contract for the design and construction of a new road was concluded with representatives of this company. – When you look at the road map of the country and central Poland, you can see that S74 is the missing link that will connect Via Carpatia and the A1 motorway in the future. The construction of this nearly 30-kilometer section is extremely important due to the improvement of the safety of residents and drivers. Świętokrzyskie deserves better roads – Deputy Minister of Infrastructure Grzegorz Witkowski told PAP.

The road was planned already in the 1970s.

The task includes the construction of a section with a length of approximately 27.5 km, which will be connected to the ongoing investment Przełom/Mniów – Kielce Zachód junction. The dual carriageway expressway will be partly along a new track, including: as a bypass for the town of Smyków.

– There was talk about building this road in the 1970s, now it is becoming a fact – Jarosław Pawelec, the mayor of Smyków, told PAP. – Traffic intensity, especially truck traffic, is currently very high and it is a significant nuisance for residents. After the S74 is completed, the old road will have the character of a district road, intended for local traffic, which we are very happy about. On the other hand, the Smyków commune will also be located next to an important communication artery in this part of Poland. In the southern part of the commune there will be one of three transport hubs, and the development plans include designated investment areas there, which – I hope – will become an attractive place for locating new companies in the future – noted the local government official.

Details of the new investment on S74

As part of the investment, it is planned to build three road junctions ensuring connection with the existing transport system (Ruda Maleniecka, Radoszyce, Smyków). 32 engineering facilities will also be built, including: 12 viaducts along the expressway over crossings for large and medium-sized animals, an upper crossing for medium-sized animals, six bridges integrated with animal crossings, as well as 10 viaducts along the expressway and cross roads. A new road maintenance circuit will be built in Ruda Maleniecka, and Traveler Service Areas will be planned in the towns of Koliszowy, Jacentów and Lisie Jamy. The investment will be implemented as part of the Government National Road Construction Program. The contractor’s task will be to design, obtain a decision on permission to implement a road investment and build a new road within 39 months of signing the contract, excluding winter periods.

Work on other sections of S74

Currently, three other sections of S74 are under construction in the province. Świętokrzyskie. In January, an application was submitted for a decision to authorize the implementation of a road investment for the Przełom/Mniów – Kielce Zachód junction (approx. 16.4 km). It will be obtained in the second half of this year. will allow construction works to begin. The implementation of the task began in March last year, and the works should be completed in the second half of 2025. Also in January, an agreement was signed for the design and construction of a 5-kilometer section of the Kielce Zachód – Kielce junction. Currently, the design documentation is being developed, and an application for a ZRID decision is planned to be submitted at the end of the year. The investment should be completed in the second half of 2026. In March, construction works began on the section of the Opatów bypass along DK9 (approx. 5 km) and S74 (approx. 7 km). Completion of the investment implemented in the design and build system from June 2021 is planned in less than two years. Krzysztof Strzelczyk, director of the Kielce branch of the General Directorate for National Roads and Motorways, noted that S74 will connect Piotrków Trybunalski and the A1 and A2 motorways with the Via Carpatia road within 6-7 years.
