The draft amendment to the act on pay rises for village heads, mayors, city presidents and councilors, as well as for the President of the Republic of Poland and former presidents, has been published on the website of the Sejm.
The draft amendment to the act on the remuneration of persons holding state managerial positions was submitted to the Sejm on Monday by Law and Justice
The draft concerns – in accordance with the justification – the adjustment of the value of benefits due to the President of the Republic of Poland and former Presidents of the Republic of Poland, as well as changes in the maximum amounts of subsistence allowances or salaries due to representatives of local government.
On Saturday Deputy Speaker of the Sejm Ryszard Terlecki (PiS) announcedthat it is ready and will be presented on Monday with a bill on pay rises for village heads, mayors, city presidents and councilors, as well as for the President of the Republic of Poland and former presidents.
Rises for the prime minister, marshals, deputy ministers, deputies and senators
It appeared in the Journal of Laws on Friday evening Presidential decree introducing pay rises, incl. for the prime minister, marshals of the Sejm and Senate, members of the government and parliamentarians. The prime minister and marshals will earn over 20,000. PLN per month, and the deputies of 12 thousand. zloty.
The Presidential Regulation on the remuneration of persons holding state managerial positions changes the current rules for remunerating these persons. The document establishes the multipliers for the base amount with regard to the highest-ranking officials in the country. The base amount for these positions, pursuant to the Budget Act, is PLN 1,789.42.
– You could say that this is a natural consequence. Parliamentarians over the last 23-24 years, but also local government officials in the last few years, have not had any salary changes – raises. And parliamentarians, as the only group in Poland, had a salary cut three years ago. Therefore, there was a reduction in salaries for local government officials, a stoppage of these salaries and hence the proposal of a group of deputies. So that local government officials and parliamentarians would be the beneficiaries of economic growth, said Prime Minister Mateusz Morawiecki on Saturday.
He also added: – This increase in wages is the same as the average increase in wages in the national economy in the last five years – the average increase in wages in enterprises, services, and various sectors of the economy. So there is nothing extraordinary here, just to treat parliamentarians like any other professional group.
Earlier, President Andrzej Duda informed that the regulation on wage increases of undersecretaries of state has already been signed. – The signature under the regulation is. We agreed with the prime minister that I would issue the ordinance; the Prime Minister must countersignature and everything has been done, he added.
– There was virtually no doubt that people who hold the positions of deputy ministers, i.e. undersecretaries of state, earn disproportionately little – argued Duda. He noted that “these salaries have not changed in the last more than 20 years.”
According to the president, the salary was disproportionately low in relation to the duties and responsibilities, which resulted in an outflow of people from high positions to private companies. – It was a matter of making the salaries more realistic – added Andrzej Duda.
