There is also “Eagle S” on the list: Among the units registered in Dubai is, among others, “Eagle S”who was detained by the Finns last year due to suspicions of intentional interruption telecommunications cables connecting Finland and Estonia. Yle journalists investigated the history of over 150 merchant ships. Their report shows that Russia has created around the world a large network of units flying under a different flag, but serving its economic interests.

This is how they camouflage the “shadow fleet”: Putin's “shadow fleet” includes hundreds of ships that are hidden in tax havens such as Panama or Barbados. They are mainly used for exporting Russian energy resources and importing technology to Russia. Bandera, owners and the names of the ships are changed many times.

Western sanctions: Let us recall that at the end of 2024 the USA Great Britain and the European Union sanctioned approximately 180 tankerswhich they were transporting Russian oil. Of these, more than 100 vessels have already been forced to drop anchors and cease transport of barrels of oil from the Russian Federation. Currently, the active “shadow fleet”, transporting Russian raw materials bypassing sanctions, numbers 669 tankers – this is estimated by Michelle Wies Bockman, an analyst at Lloyd's.
