A new support benefit for people with disabilities and the possibility for carers to make extra money for the nursing benefit up to a certain level of earnings. These are the main findings after the meeting of the management of the Ministry of Family and Social Policy and some of the protesting people with disabilities. – We’ll say check. This is the beginning – Katarzyna Kosecka, mother of Konrad, Nikodem and Karolina, announced in “Fakty po Faktach” on TVN24, who attended the meeting at the ministry. The proposals were criticized by Iwona Hartwich, Kuba’s mother with disabilities and an MP from the Civic Coalition. “There was no good offer for me there,” she said.
On Thursday, at the headquarters of the Ministry of Family and Social Policy, a meeting was held between the management of the Ministry of Labor and Social Policy and representatives of the communities of people with disabilities and their carers, who demand the right to earn extra money for a care benefit.
After the meeting, the Minister of Family and Social Policy, Marlena Maląg, announced that among the developed solutions there is a new support benefit that will be dedicated to people with disabilities. The first of the three levels of the benefit is to be launched from January 2024, announced Deputy Minister of Family and Social Policy, Government Plenipotentiary for the Disabled, Paweł Wdówik.
The deputy head of the Ministry of Labor and Social Policy announced that the highest level will be for people requiring the greatest support and will be equal to twice the social pension. The second level is to be equal to the social pension, and the third level is 50 percent. social pension. From March 1, 2023, the social pension is PLN 1,588.44 gross, i.e. about PLN 1,445 net.
Thursday’s meeting at the family ministry was attended by, among others, Mr. Katarzyna Kosecka, mother of Konrad, Nikodem and Karolina. When asked in “Fakty po Faktach” on TVN24 whether the government’s announcements are a breakthrough, she replied that she would like it to be so. – I hope so. It’s just beginning, it’s a certain process (…) we’ll say I’m checking. This is the beginning, Kosecka commented.
New support benefit
– It’s not about the support service itself, it’s about the whole package, solutions that we do not know yet, because only on Monday we will find out what the law on personal assistance looks like. This is a key issue for everyone, she stressed.
In addition – as Kosecka pointed out – “the adjudication system will change from January 1, 2024, if what we heard today enters the act”. In order to take advantage of the new benefit, it will be necessary to have a defined level of support need, defined by voivodship adjudication teams. It will be a point value – on a scale from zero to one hundred points.
As Katarzyna Kosecka explained, “the assumption is that adjudication centers (…) will adjudicate on the basis of a functional assessment”. – These are three groups that, depending on how many points a person with a disability scores during this adjudication procedure, will receive such support – she said.
Possibility of earning extra money for the care benefit
Among the topics discussed was also the possibility of earning additional money by carers for the nursing benefit. Deputy Minister Paweł Wdówik announced that the nursing benefit would remain “with the possibility of taking up additional work and earning up to approximately PLN 20,000 a year”. – The detailed amount will be worked out, but this is more or less the level we expect – added the government plenipotentiary for the disabled.
This proposal was critically assessed by Iwona Hartwich, mother Cuba with disabilities and a member of the Civic Coalition. – In a week from the club of the Civic Coalition, from the Senate there will be a very good bill, which says that parents on the nursing benefit will be able to earn extra money unconditionally and without criteria. This proposal, which I only heard from the media, read on the Internet, is not a proposal for me – she commented in “Fakty po Faktach” on TVN24.
Hartwich was not at the Thursday meeting at the Ministry of Labor and Social Policy. In her opinion – after what she heard at the conference – it was “absolute manipulation”. – For me, there was no good proposal there – said the KO MP.
According to Hartwich – after the changes in adjudication – “there will be a drama”. – These parents will not want to stand on adjudicating committees because the degree is most often taken on these committees, i.e. from a significant degree to moderate, from moderate to light degree – she said. “My parents won’t use it,” she added.
