Members of the competition committee in the ministry had to change the previously awarded points to adapt them to the decisions of the then minister Kamil Bortniczuk – said Grzegorz Łakomski, author of the text on the results of the Supreme Audit Office's audit in the Ministry of Sports and Tourism, on TVN24.

Kamil Bortniczuk, as the Minister of Sport, was to select eight out of several hundred applications selected by the competition committee, which ultimately won the competition – according to the report of the Supreme Audit Office, obtained by the tvn24.pl portal. Bortniczuk assures that he “did not point fingers at specific projects.”

Łakomski talked about the details on TVN24. – Supreme Chamber of Control looked at how funds were distributed by the Ministry of Sport, then headed by Kamil Bortniczuk. According to NIK, Bortniczuk, as minister, made the decision without taking into account the assessment made by the competition committee. Using unknown criteria, he decided which projects would receive funds, he said.

– We are talking about a competition called “Sport for All”. In theory, there was a competition commission, but in fact the minister created it. There were over a thousand applications and, in theory, this committee was supposed to propose which of these projects were good enough to be co-financed. This is the theory, Łakomski said.

– But what did it look like in practice? I will quote one quote from the interrogation report of one of the employees who was at the Supreme Audit Office: “All applications that had one point in the evaluation were initially positive applications. We were told to reject these applications and reduce the rating. It was an order from the minister with no possibility of refusal.” “The minister should not influence our assessment. This decision was uncomfortable for all employees,” Łakomski quoted.

– This is what the ministry's employees, i.e. members of the competition committee, reported, and they had to change the previously awarded points to adapt them to the minister's decision – he emphasized.
