In the years 2019-2023, Marcin Romanowski was the deputy head of the Ministry of Justice, and from 2018, he was also the plenipotentiary of the Minister of Justice Zbigniew Ziobro for the Justice Fund.

An investigation is currently underway into the siphoning of funds from the Fund, including for the purchase of the Pegasus system. Romanowski is suspected of, among others, for fixing competitions and participating in an organized criminal group. There are 11 charges against him in total. In July, the Warsaw district court decided that Romanowski, despite the prosecutor's decision, would remain free due to having the immunity of the Parliamentary Assembly of the Council of Europe. This decision was upheld by the District Court last week.
