The report of an extraordinary subcommittee on the draft law reducing the health premium for entrepreneurs was adopted on Wednesday by the Public Finance Committee of the Sejm of the Republic of Poland and the Health Committee. The reduction will cost PLN 4.6 billion and will enter into force from the beginning of 2026.
On Wednesday, the Sejm Committees of Finance and Health dealt with the report of an extraordinary subcommittee on the government draft amendment to the Act on healthcare services financed from public funds and some other acts. As the chairwoman of the subcommittee Krystyna SkowroÅ„ska (KO) said, the subcommittee took two meetings. She added that the amendment is “important from the point of view of entrepreneurs.”
The new regulations will become effective from the beginning of 2026.
Proposed health premium
– Entrepreneurs on a tax scale and settlement with flat tax will pay 9 percent. from 75 percent minimum wage, and after reaching income above 150 percent. The value of the average salary will pay 9 percent. from 75 percent minimum wage and 4.9 percent from a surplus above 150 percent average salary – pointed out SkowroÅ„ska.
She added that in the case of entrepreneurs settling a lump sum on revenues, they will pay 9 percent. from 75 percent the minimum wage, and in the case of exceeding the revenues they obtain, the income of 3 times the average salary will pay 9 percent. from 75 percent minimum wage and 3.5 percent from a surplus above 3 times the average salary.
In the case of entrepreneurs settling with a tax card it will be 9 percent. from 75 percent minimum wage.
– The amount of the contribution paid by employees of full -time does not change, it will still be 9 percent, also in the case of retirement benefits there are no changes, it will still be 9 percent – added SkowroÅ„ska.
Additional funds needed
The MP pointed out that the changes will cover 2.6 million entrepreneurs, and “the total cost is PLN 4.6 billion in the conditions of 2026”. “An element that will have to be launched are additional funds from the medical fund or state budget,” she emphasized.
She added that in 2025, about PLN 20 billion was already transferred to medical services from the budget.
During the sections of the merits of the Commission, an application was submitted to reject the subcommittee's report.
– This project will deepen the hole, which is already in the healthcare system. In the name of the privileges of a particular group, you want to reduce the financing of the system that is no longer financed. Healing entities already preventively reduce the availability of benefits, and this law will worsen everything – said the author of the application by MP Marcelina Zawisza from the Circle Together. – There is already a lack of PLN 30 billion – she added.
MP Patryk Wicher Z PIS He asked the Minister of Finance for a declaration that the defect resulting from the draft law would be supplemented from the budget.
– This loss in a scale of PLN 4.6 billion is provided for next year's budget, this difference will cover this difference – said Deputy Minister of Finance JarosÅ‚aw Neneman during the committee.
The committees rejected the application and accepted the report. Now the bill will go to the plenary deliberations of the Sejm.
