The dramatic situation of the district hospital in Milicz. The facility has approximately PLN 400 million in debt. Only this year the hospital brought twelve million zlotys in losses. Two departments are threatened with closure – gynecology and obstetrics and neonatology.

Up to 400 children are born annually in the hospital ward in Milicz in Lower Silesia. – This number of births in Poland has recently decreased significantly, so this result is not the worst, because in our country this number is more or less stable. Also, the lack of a decline in births is our small success – admits Dr. Tomasz Wołyniak, head of the Gynecology and Obstetrics Department in Milicz.

Although the head of the Gynecology and Obstetrics Department talks about success, his department may soon be closed because there is no money for its functioning. – The state pays very little for childbirth, that is PLN 2,800. If we take into account the patient’s stay in the hospital for 4-6 days, all the care, if it is a caesarean section – we are talking about surgery, anesthesia and everything that is needed for the operation – well, this is money that makes it impossible fasten – explains Wołyniak.

Add to this rising energy costs and inflation, which is also affecting hospitals. If the maternity ward disappears from the facility in Milicz, neonatology will also have to close. In such a scenario, patients will have to seek care in hospitals in neighboring counties – several dozen kilometers away from Milicz.

– Patients want to give birth in our ward. There is a lot of talk about increasing the number of births, and we are closing small delivery rooms, where these patients feel at home and have proper care – believes Anna Czarnecka, midwife, ward of the Gynecology and Obstetrics Department in Milicz.

Petition in defense of the branch

The branches would stop functioning from the end of July, but nothing is certain yet. – A few days ago it was said that decisions had been made, on the other hand, there is information that nothing has been decided yet, so such a suspension – admits the head of the Gynecology and Obstetrics Department in Milicz.

Employees posted a petition to defend the endangered branch. In it, they point out that delivering births is only a part of their work. The department also deals with the care of pregnant women and newborns, as well as gynecological procedures. They also run a birthing school. More than 1,000 people have already signed the petition.

– We do not agree that the price for the difficult situation of all district hospitals should be paid especially by those departments that decide about the success, about the future of this land – emphasizes Piotr Lech, mayor of the Milicz commune.

The situation of the district hospital in Milicz is dramatic. The facility has approximately PLN 400 million in debt. This year alone, the hospital generated PLN 12 million in losses. Last week, the poviat councilors decided to support the facility with PLN 4 million. However, this is a drop in the ocean of needs.

The problem is not only in Milicz

There are over 200 district hospitals in Poland. They play a key role in the treatment of patients. – Without county hospitals, health care in Poland will not be able to cope in any way. We know that 70 percent of all patients go through county hospitals and county hospitals are the first link that actually takes care of most cases – points out Mariusz Trojanowski, president of the County Hospital in Aleksandrów Kujawski, Polish Federation of Hospitals.

So it seems that keeping them should be a priority. However, most county hospitals are loss making. This is, among other things, because hospital staff have been raised salaries that the hospitals cannot afford.

– As it turned out that our hospital received a zero percent increase in the value of the contract, the employer had no other choice and had to take out a loan to be able to pay salaries in accordance with the law – says Magdalena Dąbrowska, National Union of Nurses and Midwives, Poviat Hospital in Lesko.

The District Hospital in Lesko is currently indebted to PLN 60 million. The problem of debt is faced by most institutions in Poland. – The Minister of Health announces that he will put special emphasis on helping district hospitals. Unfortunately, the actions that are being taken are, unfortunately, too shallow. We need to look deeper into the finances of poviat hospitals, into the costs we incur, and consider how to regulate the issue of valuation – believes Trojanowski.

The National Health Fund, at our request for an interview, said that it was working on new conditions for the valuation of medical services.
